In 2023, at the 17th session, the Provincial People's Council, term XV, issued Resolution No. 14/2023/NQ-HDND on regulations on support policies for cadres, civil servants and public employees who leave work at will under the management of Ninh Binh province. The Resolution is considered a humane and timely policy, ensuring the rights of cadres, civil servants and public employees who leave work at will, contributing to streamlining the organization and restructuring the team.
In recent times, Ninh Binh province has focused on leading and directing the effective implementation of the policy of restructuring the organizational apparatus, streamlining the payroll and restructuring the staff, civil servants and public employees, considering this an important task. The province has also promptly concretized the documents and regulations of the Central Government into programs and plans, ensuring the requirements and suitability with the actual situation of the locality.
Therefore, in 7 years (2015-2022), implementing the Government 's Decrees on staff streamlining policies, the whole province has resolved the regime for 501 people, of which: Civil servants, public employees and workers according to Decree No. 68/2000/ND-CP of the Government are 394 people; commune-level officials and public employees are 107 people. The total amount of money paid for staff streamlining leave is about 62 billion VND. The cases of staff streamlining leave are mainly through the annual assessment and classification of the quality of cadres, public employees and civil servants, with only a few cases due to not meeting standards or being redundant due to arrangement.
Along with the implementation of staff streamlining according to the Government's Decrees, currently, agencies and units in the province have proactively resolved the policy of voluntary resignation for cadres, civil servants and public employees who have submitted resignation applications according to their wishes and have been approved by competent authorities. From 2015 to 2022, the whole province has resolved the resignation of 370 people, including 25 civil servants at district level and above and 345 public employees.
However, according to the assessment of the authorities: Although the voluntary resignation policy for cadres, civil servants and public employees has been implemented for many years, the number of cadres, civil servants and public employees resigning under this policy each year is not much, partly because the severance allowance payment regime is lower than the staff streamlining regime.
Faced with the above reality, in order to overcome difficulties and to ensure maximum benefits for cadres, civil servants and public employees who wish to retire, at the 17th session, the People's Council of Ninh Binh province, term XV, passed Resolution No. 14/2023/NQ-HDND on regulations on support policies for cadres, civil servants and public employees who wish to retire under the management of Ninh Binh province.
Accordingly, the Resolution stipulates the level of support for those who leave work as desired. In addition to enjoying policies prescribed by the Government, the province will also provide one-time support according to the number of months of work that have paid compulsory social insurance, which is VND 500,000/person/month (the support amount does not exceed VND 150,000,000/person). The Resolution takes effect from January 1, 2024 to December 31, 2026. It is expected that the provincial budget will allocate about VND 44.6 billion to support eligible subjects according to the provisions of Resolution No. 14.
Comrade Tran Quang Duan, Chairman of Mai Son Commune People's Committee, said: According to the Project on reorganizing commune-level administrative units in Yen Mo district (2023-2025 period), the entire natural area and population of Mai Son commune will be merged into Khanh Thuong commune, taking the new administrative unit name of Khanh Thuong commune. Implementing the Project, besides the advantages, Mai Son commune also encountered certain difficulties, including concerns about arranging and assigning jobs for cadres, civil servants and public employees after the reorganization.
Faced with the above reality, the Party Committee and People's Committee of Mai Son commune have led and directed the promotion of propaganda work on the purpose, significance and necessity of the commune merger; grasped the thoughts and aspirations of cadres and civil servants; proactively reviewed and evaluated the quantity and quality of commune cadres and civil servants, on that basis actively advised competent authorities on the plan for arranging cadres after the reorganization.
The Party Committee, People's Council and People's Committee of Mai Son commune have also disseminated and implemented Resolution No. 14 of the Provincial People's Council to all cadres and civil servants of the commune. The consistent guiding viewpoint of the Party Committee and People's Committee of the commune is that the implementation of Resolution 14 must be public, democratic, and targeted to the right subjects, without causing major impacts or disturbances to the thoughts and lives of cadres and civil servants. Up to now, through review, the commune has 2 civil servants who wish to resign to facilitate the arrangement of commune-level administrative units.
Agreeing with the plan to arrange commune-level administrative units in Yen Mo district for the period 2023-2025, comrade Nguyen Quang Huy, Vice Chairman of the People's Committee of Mai Son commune, said: I think that the arrangement of administrative units in the direction of increasing population size and natural area size is consistent with the current development trend. Therefore, when being propagandized and explained about this policy, I personally agree. Although I still have more than 3 years to reach retirement age, in order to facilitate the arrangement of cadres and civil servants after the merger of Mai Son commune and Khanh Thuong commune, I have expressed my wish to resign from work. Through studying the Government's regulations and Resolution No. 14 of the Provincial People's Council, I find that the support policy for people retiring before the age is very satisfactory...
It can be said that, with specific regulations suitable for each subject, Resolution No. 14 of the Provincial People's Council, term XV, has met the aspirations of cadres, civil servants and public employees who wish to retire, ensuring compliance with State regulations and the actual situation in the locality. The implementation of the Resolution is expected to "remove bottlenecks" in streamlining the payroll, contributing to achieving the goal of reducing at least 5% of the payroll of cadres and civil servants, 10% of the payroll of public employees receiving salaries from the state budget by 2026; creating conditions to build a team of cadres, civil servants and public employees with sufficient quantity, quality and reasonable structure, associated with streamlining the apparatus, operating effectively and efficiently.
