In response to storm No. 9 (Ragasa), on September 24, the Department of Agriculture and Environment of Quang Ninh province announced the temporary suspension of licensing of vessels operating in Quang Ninh waters from 10:00 a.m. the same day, and the suspension of sightseeing and accommodation activities at sea. The suspension will last until the final announcement of storm No. 9.
According to the forecast of the National Center for Hydro-Meteorological Forecasting, from the afternoon of September 24, storm No. 9 will directly affect the Gulf of Tonkin. To ensure safety, functional units of Quang Ninh have deployed synchronous prevention measures, determined not to let people and boats stay in the danger zone. Coastal border guards have fired flares, calling on boats to quickly come ashore, and dispatched officers to coordinate with local authorities to check and guide fishermen to move to safe shelters.

Up to now, the whole province has notified 12,732 vehicles with over 25,460 crew members, fishermen and about 2,530 aquaculture cages and rafts along with 1,500 workers to be fully aware of the storm information. Of which, 2,195 vehicles/4,387 workers have come ashore or anchored safely. Quang Ninh Border Guard continues to review and make a list of aquaculture households and clam watchtowers to propagate and mobilize people to go ashore, determined not to let anyone stay at sea.

In Co To Special Zone, since noon on September 24, there has been strong wind but the weather is still sunny. Local border guards have coordinated with the authorities to guide boats to shelters, and at the same time, propagandize fishermen and coastal households to proactively reinforce their houses and aquaculture cages. Up to now, 468 boats around the area have moved to safe shelters. Fishermen urgently reinforced their boats, tied them securely, and collected fishing gear and items to limit damage.

Mr. Hoang Xuan Bac (fisherman of Zone 4, Co To Special Zone) said: "I continuously monitored the developments of storm No. 9 and carefully tied the boat to the anchor buoy, packed up my belongings to ensure the safety of my property and minimize damage."
Currently, Quang Ninh authorities maintain a 24/7 duty regime, ready with vehicles and human resources for rescue when situations arise, determined to minimize human and property damage caused by storm Ragasa.

* On the same day, in order to proactively prevent and combat storm No. 9 (RAGASA) and minimize damage caused by the storm, on the morning of September 24, the People's Committee of Ninh Binh province issued dispatch No. 11/CD-UBND to deploy storm response work.
The province will ban the sea from 12 noon on September 24 and continue to notify owners of ships and boats operating at sea to find safe anchorages and shelters.
The Chairman of the Provincial People's Committee requested heads of departments, branches, sectors and units of the province; Chairmen of People's Committees of communes and wards to seriously, resolutely and effectively implement the contents according to the direction of the Prime Minister and the relevant provinces.

The Secretaries and Chairmen of the People's Committees of communes and wards, especially coastal communes, must not be negligent or subjective; organize monitoring, updating, and grasping the situation. Focus on leading and directing the implementation of measures to respond to the super typhoon, focusing on: Absolutely ensuring the safety of people's lives, especially the elderly, children, students, and other vulnerable groups; ensuring safety for ships operating at sea, along the coast, and activities at sea, along the coast, and inland.
At the same time, protect houses, warehouses, factories, headquarters of agencies, units, educational and medical facilities, dike systems, dams, infrastructure works, production and business activities, especially agricultural production, aquaculture at sea and along the coast with the motto "green house is better than old field", review plans, be ready to organize evacuation, relocate residents to ensure safety before the storm makes landfall, deploy rescue work when bad situations occur.
The Secretaries and Chairmen of the People's Committees of communes and wards are responsible to the Standing Committee of the Provincial Party Committee and the Chairman of the Provincial People's Committee if there is a lack of responsibility in advising, leading and directing, causing damage to people's lives and property. Check, review and implement in practice the dike protection plan, protect key areas of important dikes, locations where incidents have occurred but have not been handled or repaired, and unfinished dike projects to ensure safety, paying special attention to important dike lines/dike sections facing the sea (such as the sea dikes of Con Tron and Hai Thinh; sea dikes of Binh Minh III and IV).
Strengthen inspection of sea and river dykes, strictly carry out patrolling and guarding work to protect dykes during the rainy season to promptly detect and handle incidents and situations that may occur right from the first hour. Temporarily suspend the operation of cross-river and long-distance ferry routes from 6:00 p.m. on September 24, 2025 until the storm dissipates.
Coastal communes coordinate with the Provincial Border Guard Command to ban the sea from 12:00 on September 24, 2025; notify owners of ships and boats operating at sea and along the coast to find safe places to anchor and take shelter; organize and arrange ships and boats at anchorage places before 18:00 on September 24, 2025; decide to deploy plans to evacuate people from river mouths, coastal areas, residential areas, and activities on river banks, areas at risk of landslides, and unsafe areas to safe shelters, to be completed before 18:00 on September 24, 2025.
