Previously, in mid-October, the People's Committee of Quang Nam province also supplemented the Provincial Hospital of Traditional Medicine with 1.27 billion VND for regular operating expenses and medical examination and treatment activities.
In addition, the Health Insurance Fund of Quang Nam Social Insurance has just provided an advance payment of more than 1.8 billion VND for the fourth quarter to Quang Nam Traditional Medicine Hospital. Thus, since the beginning of the year, this hospital has received an advance payment of more than 11 billion VND.
As of December 15, Quang Nam Traditional Medicine Hospital owed 136 employees 5.5 months' salary of about 5.3 billion VND and delayed social insurance payments of more than 1.1 billion VND.
As Dan Tri reported, for many months without salary, the lives of hospital staff and doctors have faced many difficulties and deadlocks. Up to now, some employees have not yet received the social insurance regime for maternity leave and sick leave as prescribed.
The hospital union has asked for help from superiors to intervene to consider supporting difficulties and protecting the rights of union members so they can work with peace of mind and better serve patients.
According to decentralization, Quang Nam Traditional Medicine Hospital is a unit that self-insures a part of regular expenses at 78.9%; the provincial budget supplements 21.1%.
Authorities have discovered many violations at the hospital related to financial management, payment of medical examination and treatment costs and illegal labor contracts. Many illegal amounts have not been recovered to date.
