Attending and chairing the meeting, on behalf of the Standing Committee of Quang Ngai Provincial Party Committee, there were comrade Bui Thi Quynh Van - Member of the Party Central Committee, Secretary of the Provincial Party Committee; comrade Nguyen Hoang Giang - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; together with comrades in the Standing Committee of the Provincial Party Committee, leaders of the Provincial People's Committee, Head of the Board of Dung Quat Economic Zone and Quang Ngai Industrial Parks; leaders of departments, branches and sectors of the province.
On the side of BSR, there were comrade Bui Ngoc Duong - Party Committee Secretary, Chairman of the Board of Directors; comrade Nguyen Viet Thang - Deputy Party Committee Secretary, Member of the Board of Directors, General Director; together with comrades in the Standing Committee of the Party Committee, Board of Directors, Board of General Directors, leaders of the Project Management Board for Upgrading and Expansion (NCMR) of Dung Quat Oil Refinery (NMLD) and heads of functional departments of the Company.
This is the second working session of the Standing Committee of the Quang Ngai Provincial Party Committee with BSR this year. Previously, on April 24, the Standing Committee of the Quang Ngai Provincial Party Committee worked with BSR on many important issues. In particular, the Standing Committee of the Quang Ngai Provincial Party Committee acknowledged BSR's contributions to the economic structure and local budget growth, and accepted many recommendations from BSR to the Provincial Party Committee, the People's Committee of Quang Ngai Province and central ministries and branches.
At this working session, Provincial Party Secretary Bui Thi Quynh Van emphasized that the Resolution of the 1st Provincial Party Congress determined the GRDP growth target for the 2026-2030 period to reach an average of 10%/year or more. Therefore, Quang Ngai determined to form new growth zones, creating a driving force for sustainable development, in which Dung Quat Economic Zone and BSR play a key role, being the pillars to realize this strategic goal.
Reporting at the conference, Vice Chairman of the Provincial People's Committee Tran Phuoc Hien informed the results of implementing Conclusion No. 2764-KL/TU, emphasizing the difficulties and obstacles of the National Oil Refinery and Energy Center Project in Dung Quat Economic Zone, especially issues related to the progress of the Dung Quat Oil Refinery and Petrochemical Center project.
According to the report of BSR Chairman of the Board of Directors Bui Ngoc Duong, since Dung Quat Refinery launched its first commercial product line in 2009, BSR has produced more than 102.7 million tons of products, achieved revenue of 1,807 trillion VND, paid nearly 245 trillion VND to the state budget and after-tax profit of more than 53.8 trillion VND. In the first 9 months of 2025 alone, the factory's output reached over 5 million tons, revenue of 105,289 billion VND, paid about 10,688 billion VND to the state budget, and profit exceeded the plan. Social security work has also received special attention with more than 911 billion VND deployed, of which Quang Ngai alone achieved more than 343 billion VND, accounting for 38%.
These impressive figures affirm the role of Dung Quat Refinery not only in ensuring national energy security and national defense, but also in making an important contribution to the socio-economic stability of Quang Ngai. Over the years, BSR has contributed an average of about 52% of the province's GRDP. BSR is also a center for training high-quality technical human resources, promoting the development of supporting industries and attracting many large investors.
In the coming period, BSR aims to become the Vietnam Oil and Gas Refining Corporation, the core in building the National Oil and Gas Refinery and Energy Center in Dung Quat, and at the same time make Quang Ngai one of the 10 localities with the highest budget contributions in the country. In addition, BSR always focuses on social and environmental responsibilities and steadfastly implements its commitments to reduce emissions at COP26.
At the meeting, BSR also proposed that the Provincial Party Committee and the Provincial People's Committee support the resolution of a number of issues related to the Dung Quat Refinery and Petrochemical Refinery NCMR project, the investment policy for the 110kV Power Station, the land fund for the construction of a new headquarters, afforestation - green projects, security, safety of the Plant's operations as well as renewable energy projects. BSR's recommendations were all agreed upon by the Provincial Party Committee Standing Committee and departments and branches, especially ensuring the progress of the Dung Quat Refinery and Petrochemical Refinery NCMR project.
For this project, on July 25, BSR organized the selection of a contractor for "Site leveling" and posted the bidding documents on the national bidding network. However, up to now, there are still 6 planned mines that have not been licensed for exploitation to serve the project. Therefore, BSR requested the Provincial People's Committee to consider and direct solutions to support BSR in site leveling work, ensuring the overall progress of the project.
At the meeting, the Quang Ngai Provincial Party Committee discussed and agreed to prepare clean land for BSR to build a new headquarters, worthy of the company's position and contributions. In addition, the province also supports BSR in participating in forest protection and development to balance the ecosystem and reduce carbon emissions.
In her concluding remarks, Provincial Party Secretary Bui Thi Quynh Van affirmed that over the years, BSR, with its spirit of solidarity and efforts to overcome challenges, epidemics, and international political fluctuations, has maintained production and business activities to meet and exceed its plan. Dung Quat Refinery has achieved many positive results and is a symbol of the aspiration to rise up and innovate not only of the enterprise but also of the locality.
The Secretary of the Quang Ngai Provincial Party Committee emphasized: “The province accompanies BSR; BSR accompanies the province. This is not a relationship between a management agency and an enterprise, but a strategic connection for mutual development. The province considers BSR as a driving force for socio-economic growth, prioritizing maximum support of resources for BSR to implement major projects, affirming its position as an industrial locomotive, contributing to making Quang Ngai a bright spot for development in the Central region and the whole country.”
Regarding BSR’s recommendations, Provincial Party Secretary Bui Thi Quynh Van requested all levels and sectors of the province to take drastic, synchronous, specific and prompt actions. In particular, completing procedures for designating suitable land mines, ensuring adequate supply of leveling materials for the Dung Quat NMLD NCMR project. At the same time, recommending mechanisms and policies to form a National Oil Refinery and Energy Center in Dung Quat Economic Zone.
Comrade Bui Thi Quynh Van also hopes that BSR will continue to promote its internal strength, boost innovation, expand international cooperation, and develop green energy products such as solar power, wind power, green materials, etc. This is an inevitable direction to both ensure economic development and fulfill environmental responsibilities, contributing to the sustainable development goals of the province and the country.
