Thach Ha Vocational Education - Continuing Education Center (GDNN-GDTX) currently has more than 850 students in 22 classes in 3 grades: 10, 11 and 12, but only 12 cultural teachers. To maintain teaching activities, in recent times, in addition to the number of contract teachers, the center has received attention from the education sector in increasing the mobilization of seconded teachers to support.

Mr. Le Sy Dai - Deputy Director in charge of Thach Ha Vocational Education and Continuing Education Center informed: "Up to now, the total number of high school teachers assigned to teach at the center is 13 people, of which 6 people will be assigned in the 2025-2026 school year. In addition, there are 3 teachers from neighboring high schools in the area to support teaching sessions in a number of subjects. The team of seconded teachers has helped us solve the problem of teacher shortage, reduce teaching pressure, and create a new breeze in professional activities at the center."
At Huong Khe Vocational Education and Continuing Education Center, in the 2025-2026 school year, there are 13 classes with a total of 556 students and 14 cultural teachers (including 4 contract teachers). Faced with the center's lack of cultural teachers, the Department of Education and Training has transferred 5 teachers to the unit. Mr. Le Van Hop - Director of the center shared: "The lack of cultural teachers has been a problem for many years in centers, including our school. However, thanks to the timely attention of the industry, especially the policy of mobilizing seconded teachers of the province, up to now, the teaching staff has basically met the teaching requirements. This is an important condition to help the center operate stably, performing well the dual task of both cultural education and vocational training for students".

This school year, Duc Tho Vocational Education and Continuing Education Center has also been reinforced with additional seconded teachers and a number of teaching support teachers. With the characteristics of most students having limited learning capacity, the addition of a team of seconded teachers not only promptly solves the human resource difficulties, but also brings about clear changes in teaching and learning activities. Bringing innovative teaching methods and professional experience from the general education environment, seconded teachers have created a positive exchange between cultural education and vocational training, more suitable to the diverse learning needs of students.
Ms. Pham Thi Ngoc Mai - Teacher of Nguyen Thi Minh Khai High School (Duc Tho Commune) was assigned to Duc Tho Vocational Education and Continuing Education Center and said: "I have been assigned to the center for more than a year now, and I have clearly felt the care and sharing from the staff and teachers at the center. I also admire the spirit of overcoming difficulties, the desire to learn and exchange expertise of my colleagues. Through class observation, class visits, and thematic reports, we not only share teaching experiences but also learn a lot in how to handle pedagogical situations and adjust methods to better suit the characteristics of students at the center."

Currently, Ha Tinh province has 9 vocational training centers. Before 2018, the centers mainly performed the tasks of elementary vocational training, career guidance for junior high school and high school students and taught high school level vocational training programs but on a small scale. However, since 2019, according to the requirements of the 2018 General Education Program, vocational education activities have become compulsory in schools. At the same time, more and more students after graduating from junior high school choose to study high school or vocational intermediate vocational training programs (the whole province currently has over 25% of junior high school students studying this program), leading to many changes in the scale and nature of activities of vocational training centers.
However, in the process of transforming to meet the requirements of new tasks, many centers have encountered difficulties in terms of teaching staff, especially teachers teaching cultural subjects. Faced with this reality, Ha Tinh province has implemented a policy of mobilizing teachers on secondment from high schools to support teaching at vocational education and continuing education centers. This solution helps reduce the pressure of teacher shortage, while ensuring the quality of teaching the continuing education program at high school level. In the 2025-2026 school year alone, 47 teachers were mobilized and seconded at high school level, of which 31 were reinforced for the centers.
The secondment is carried out based on the actual surplus or shortage of teachers, the proposals of the centers and the balance with the number of surplus teachers that can be sent on secondment to high schools. This policy not only solves the immediate difficulties, but also aims at the long-term goal of improving the quality of education at vocational education and continuing education centers, meeting the increasingly diverse learning needs of students after secondary school, and at the same time contributing to the effective implementation of streaming and career guidance according to the policy of the industry.
