Binh Dinh: 2 groups were disciplined for recruiting teachers in violation of regulations.

On the evening of October 25, a leader of the Office of the People's Committee of Binh Dinh province confirmed that the People's Committee of this province had just sent a report to the National Assembly Delegation of Binh Dinh province on the results of handling the petition of voters of Vinh Thanh district (Binh Dinh province) about the shortcomings and violations in teacher recruitment in the area.

In the case, two units, the Department of Internal Affairs and the Department of Education and Training of Vinh Thanh district, had to organize a collective review. As a result, 18/18 individuals were reviewed in the form of experience. Of these, 16 individuals were principals and vice principals of schools who were reviewed for directly signing labor contracts for teachers that were not in accordance with regulations.

In addition, two individuals from the District's Department of Internal Affairs and Department of Education and Training were also disciplined, including Mr. Nguyen Quoc Truong (Head of the District's Department of Internal Affairs) and Mr. Bui Xuan Ngoc (Deputy Head of the District's Department of Education and Training) for their lack of inspection and guidance, leading to illegal teacher recruitment and failure to promptly advise on teacher recruitment.

Previously, voters and authorities in Vinh Thanh district reported that 100 teachers in the district, due to not having a payroll, were only given temporary labor contracts of 29 days, which was very inappropriate. Many teachers had extended their contracts for 2-3 years...

Accordingly, the Provincial People's Committee assigned the Department of Home Affairs to investigate and discovered that the above contract signing took place from 2021 to 2023. During the period of 2022 to 2023, the schools signed contracts with 57 teachers (25 kindergarten teachers; 29 primary school teachers; 3 secondary school teachers).

The form of temporary contract is for a period of 29 days to avoid additional costs for compulsory insurance with a salary of over 4.6 million VND/person/month (including social insurance, health insurance, unemployment insurance, union fees)... The signing of this contract is agreed upon by the principals themselves, but the District Department of Education and Training and the school did not report to the District People's Committee.

Speaking with SGGP Newspaper, Mr. Bui Tan Thanh, Chairman of Vinh Thanh District People's Committee, said that after the incident, the locality has directed all parties to focus on correcting and overcoming the entire incident to ensure that teacher recruitment in the coming time is carried out publicly and in accordance with regulations.
