The Politburo works with the Standing Committees of Provincial Party Committees on local Party Congresses.

The Prime Minister and the Standing Secretary of the Secretariat requested that localities fully absorb the opinions of Politburo and Secretariat members and their comments to complete the documents and personnel submitted to the Congress.

On September 3, at the Party Central Committee Headquarters, Working Group No. 2 of the Politburo chaired by Politburo member and Prime Minister worked with the Standing Committee of An Giang Provincial Party Committee and the Standing Committee of Lam Dong Provincial Party Committee.

Working Group No. 4 of the Politburo, chaired by Politburo member and Permanent Secretary of the Secretariat Tran Cam Tu, worked with the Standing Committees of the Ninh Binh Provincial Party Committee, the Dak Lak Provincial Party Committee, and the Lao Cai Provincial Party Committee.

Attending the working session were Politburo members: Secretary of the Party Central Committee, Chairman of the Central Inspection Committee Nguyen Duy Ngoc; Secretary of the Party Central Committee, Permanent Deputy Prime Minister Nguyen Hoa Binh; Director of the Ho Chi Minh National Academy, Chairman of the Central Theoretical Council Nguyen Xuan Thang; Minister of National Defense Phan Van Giang. Also attending were Secretary of the Party Central Committee: Acting Minister of Foreign Affairs Le Hoai Trung, Chief Justice of the Supreme People's Court Le Minh Tri; representatives of leaders of the Central Party Committees, the Central Inspection Committee, the National Assembly Party Committee, the Government Party Committee, the Central Military Commission, the Central Public Security Party Committee, the Fatherland Front Party Committee, central organizations, the Central Party Office and the Party Committees of some central ministries and branches.

At the working session, the Provincial Party Secretaries of An Giang, Lam Dong, Ninh Binh, Dak Lak, and Lao Cai provinces presented draft documents of the main local documents, including: Political Report, Report on reviewing the leadership and direction of the Provincial Party Executive Committee for the 2020-2025 term, draft Resolution of the Congress, Personnel plan for the Party Committee for the 2025-2030 term and report on explanation and acceptance of comments from central committees, ministries, and branches on draft documents and personnel plan for the Party Committee in preparation for the Provincial Party Congress for the 2025-2030 term.

Members of the Politburo and Secretariat gave their opinions, focusing on emphasizing the outstanding results in the past term; proposing to supplement and further evaluate the results of implementing breakthroughs and key tasks; work on arranging and streamlining the apparatus, arranging administrative units and operating the organization of 2-level administrative units; leadership in improving discipline and order among cadres and party members; building solidarity and unity within the Party and the political system, creating consensus in society and trust among the people; at the same time, proposing to clarify specific solutions to completely resolve the limitations, shortcomings and development bottlenecks of the provinces; suggesting and orienting tasks, solutions, experiences and new ways of doing things in leadership and direction for the 2025-2030 term, with a vision to 2045.

Concluding the working session, the Prime Minister and the Standing Member of the Secretariat basically agreed with the draft documents; the provinces have implemented the spirit of Directive No. 45-CT/TW, dated April 14, 2025 of the Politburo and the conclusions and guidance documents of the Central Committee.

The Prime Minister and the Standing Secretary of the Secretariat acknowledged and highly appreciated the important results that the provinces have achieved, comprehensively in all fields. At the same time, the provinces have frankly pointed out the limitations, causes and lessons learned.

The directions, goals, tasks and solutions for the 2025-2030 period demonstrate political determination, development vision, identify key and breakthrough tasks, and have thoroughly grasped and concretized major policies and orientations in the draft documents of the 14th National Party Congress and the resolutions and conclusions recently issued by the Central Committee and the Politburo.

The Prime Minister and the Standing Secretariat requested localities to fully absorb the opinions of the Politburo and Secretariat members, and the comments of the committees, ministries and branches to complete the documents and personnel submitted to the Congress, noting that the orientations during the term must closely follow the major orientations of the Central Committee and be placed in the context of the country's general development, especially the new opportunities and chances when implementing two-level local government, at the same time, deeply learn from the limitations that have been pointed out in the 2020-2025 term to have timely and effective prevention and remedy solutions; focus on researching, discussing and contributing opinions to the draft documents of the 13th Central Executive Committee to be submitted to the 14th National Party Congress; Propose that the provinces focus on completing the Action Program to implement the Resolution soon to submit to the Congress with clear goals, tasks, resources, people, work, progress, and responsibilities, so that it can be implemented immediately after the Congress, and soon bring the Resolution of the Congress into life; promote good propaganda work before, during, and after the Congress.

The Politburo assessed that the draft documents and personnel plans for the provincial Party Committees have been implemented methodically, scientifically and thoroughly by the Provincial Party Committees, demonstrating the sense of responsibility and high determination of the Provincial Party Executive Committee; assigned the Standing Committees of the Provincial Party Committees to absorb the conclusions of the Politburo Working Group and opinions of agencies to complete the documents and personnel plans for the Congress; assigned the Central Party Office to synthesize and report to the Politburo for consideration and decision on the time to organize the Congresses of Party Delegates of the provinces: An Giang, Lam Dong, Ninh Binh, Dak Lak, Lao Cai for the 2025-2030 term./.
