On July 17, the Politburo assigned comrade Bui Thi Minh Hoai, Politburo member and Head of the Central Mass Mobilization Commission, to hold the position of Secretary of the Hanoi Party Committee for the 2020-2025 term.

Attending the conference were comrades: Politburo member, Standing member of the Secretariat Luong Cuong; Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Commission Le Minh Hung; Politburo member, Secretary of the Party Central Committee, Head of the Central Mass Mobilization Commission Bui Thi Minh Hoai.

Also attending were members of the Party Central Committee: Chief of the Party Central Committee Office Nguyen Duy Ngoc, Deputy Head of the Party Central Committee's Organization Commission Nguyen Quang Duong, Permanent Deputy Head of the Party Central Committee's Mass Mobilization Commission Pham Tat Thang; and representatives of a number of central departments, ministries and branches.

According to Decision No. 1379-QDNS/TU dated July 17, 2024 of the Politburo announced by Deputy Head of the Central Organization Commission Nguyen Quang Duong, Comrade Bui Thi Minh Hoai, Politburo member, Secretary of the Party Central Committee, Head of the Central Mass Mobilization Commission, ceased participating in the Secretariat, ceased holding the position of Head of the Central Mass Mobilization Commission; transferred, assigned, and appointed to participate in the Party Executive Committee, the Standing Committee of the City Party Committee, and hold the position of Secretary of the Hanoi City Party Committee for the 2020-2025 term.

On behalf of the Politburo, Standing member of the Secretariat Luong Cuong presented the decision to comrade Bui Thi Minh Hoai.

Comrade Bui Thi Minh Hoai was born on January 12, 1965; her hometown is Thanh Tan commune, Thanh Liem district, Ha Nam province. She is a member of the 13th Politburo; Secretary of the 13th Party Central Committee; Member of the 10th Party Central Committee (alternate), 11th, 12th, 13th; National Assembly delegate: 15th term

Before being assigned by the Politburo to be the Secretary of the Hanoi Party Committee for the 2022-2025 term, Comrade Bui Thi Minh Hoai had held many positions such as: Deputy Chief Inspector of Nam Dinh City, Nam Ha Province (before 1997); Head of the Organization - Administration - Synthesis Department, Ha Nam Provincial Inspectorate; Chief Inspector, Ha Nam Provincial Party Committee's Inspection Commission; Deputy Head of Ha Nam Provincial Party Committee's Inspection Commission; Vice Chairman of Ha Nam Provincial People's Council; Head of the Provincial Party Committee's Mass Mobilization Commission; Secretary of Phu Ly City Party Committee, Ha Nam Province; Permanent Vice Chairman of the Central Executive Committee of the Vietnam Farmers' Union; Secretary of the Party Committee of the Central Inspection Commission for the 2010-2015 term; Permanent Vice Chairman of the Central Inspection Commission; Head of the Central Party Committee's Mass Mobilization Commission. On May 16, 2024, at the 9th Central Conference, 13th term, he was elected by the Party Central Executive Committee as a member of the 13th Politburo.
