On February 26, the Ministry of Public Security held a national online conference on transferring the task of state management of drug addiction treatment and post-treatment management from the Ministry of Labor, War Invalids and Social Affairs to the People's Public Security force.

At the conference, Lieutenant General Nguyen Van Vien, Director of the Drug Crime Investigation Police Department (C04, Ministry of Public Security) said that implementing the Plan to arrange and streamline the organizational apparatus of the Ministry, ministerial-level agencies, and agencies under the Government , thereby transferring the state management function of drug addiction treatment and post-rehabilitation management from the Ministry of Labor - Invalids and Social Affairs to the Ministry of Public Security. Up to now, the Ministry of Public Security has completed and issued the Project "Receiving the state management task of drug addiction treatment and post-rehabilitation management from the Ministry of Labor - Invalids and Social Affairs to the Ministry of Public Security", ready to receive from March 1, 2025.
Regarding the State management function at the ministerial level, it is assigned to the Drug Crime Investigation Police Department; at the provincial level, it is assigned to the Drug Crime Investigation Police Department of the local Public Security. Regarding personnel, it accepts a number of personnel who are working directly at drug rehabilitation facilities; it does not accept civil servants and public employees working at the Department of Labor - Invalids and Social Affairs and the Department of Labor - Invalids and Social Affairs at the district level.
The drug rehabilitation facility is a Team-level unit under the Drug Crime Investigation Police Department; has its own seal and account, including: Staff and Synthesis Team; Student Management and Education and Vocational Training Team and Medical Team.
For localities with two or more drug rehabilitation facilities, including those located in other localities, the principle is implemented according to which local drug rehabilitation facility is located; the local police will take over the rehabilitation facility; at the same time, the rehabilitation facilities will be merged. Specifically, Hanoi merged 7 facilities into 4, Ho Chi Minh City merged 3 facilities into 2, Nghe An province merged 8 facilities into 3, Thai Nguyen province merged 6 facilities into 1, Hai Phong city merged 3 facilities into 2, the remaining localities have 2 facilities combined into 1. Thanh Hoa province only kept 2 facilities.
The facility that is performing multiple functions (drug addiction treatment, psychiatric treatment, social protection, etc.) receives the functions, facilities and personnel to carry out drug addiction work. Other functions are directed, organized and implemented by the People's Committees of provinces and centrally run cities, and have plans to arrange facilities and personnel.
"When receiving 97 drug rehabilitation facilities, which are currently equivalent to Department-level units under the management of the Public Security sector, they will be converted into 77 Team-level units and currently there are only 2 localities without rehabilitation facilities: Can Tho city and Kon Tum province" - Lieutenant General Nguyen Van Vien said.
Regarding personnel, according to Lieutenant General Nguyen Van Vien, for now, the local police will receive and sign labor contracts with a fixed term, then review the standards and conditions for signing labor contracts with an indefinite term or selecting and accepting them into the People's Police. At the same time, resolve policies for civil servants and workers who are not accepted.
At the conference, Deputy Minister of Labor, War Invalids and Social Affairs Nguyen Van Hoi (now Deputy Minister of Home Affairs) and Lieutenant General Nguyen Van Long, Deputy Minister of Public Security signed the minutes of handover of drug rehabilitation and post-rehabilitation management work.
According to statistics from the Ministry of Public Security as of February 2025, the total number of people suspected of illegal drug use, illegal drug users, addicts, and people under post-rehabilitation drug management nationwide is more than 397,000 people. Of which, the number in society is more than 261,000 people (accounting for 65.6%); the number in detention camps, temporary detention centers; prisons, educational institutions, reform schools; drug rehabilitation facilities is nearly 137,000 people (accounting for 34.4%).
There are 97 drug rehabilitation centers in 60 localities nationwide, 3 localities have no rehabilitation center: Kon Tum, Dak Nong, Hau Giang. Many of the current facilities are overloaded and degraded, not meeting practical needs. In fact, there have been many cases of drug rehabilitation students causing trouble and escaping. The arrangement and organization of the apparatus at the facilities is not synchronous and unified.
