Ministry of Industry and Trade stops accepting registration of standard contracts from July 1

(Chinhphu.vn) - The National Competition Commission (Ministry of Industry and Trade) will stop receiving applications for registration of standard contracts and general transaction conditions from July 1, 2025.

According to the National Competition Commission (Ministry of Industry and Trade), on May 12, 2025, the Government issued Decree No. 146/2025/ND-CP regulating decentralization and delegation in the fields of industry and trade.

According to the provisions of Clause 1, Article 47 of Decree 146/2025/ND-CP, from July 1, 2025, the reception and settlement of procedures for registration of contracts according to the form and general transaction conditions will be carried out entirely at the Provincial People's Committee.

Accordingly, the National Competition Commission will stop receiving applications for registration of standard contracts and general transaction conditions from July 1, 2025.

The People's Committees of provinces and centrally run cities, with the Department of Industry and Trade as the focal point, will be the competent authority to receive, appraise and issue notices on the completion of business registration.

To ensure uninterrupted business operations, the National Competition Commission maintains that from now until June 30, 2025, businesses can still submit registration applications on the Ministry of Industry and Trade's online public service portal. The applications will be processed by the Ministry of Industry and Trade according to current regulations.

From July 1, 2025, enterprises shall study relevant legal regulations and contact the Provincial People's Committees or local Departments of Industry and Trade for specific instructions on how to submit dossiers after the decentralization period.

Registration dossiers are specified in Chapter IV of Decree No. 55/2024/ND-CP dated May 16, 2024 detailing a number of articles of the Law on Consumer Rights Protection.
