Development of the dairy industry must be based on dairy farming.
The strategy is built with the goal of gradually building a sustainable development of Vietnam's dairy processing industry from raw material production to finished milk processing. Combined with product diversification and improving productivity, quality as well as high added value, meeting the needs of the domestic market and participating more and more deeply in the global regional milk value chain and supply chain.

According to the current draft Strategy's target, by 2030 the average annual growth rate of the dairy industry will reach 4.0-4.5%/year, milk volume will reach 40 liters/person/year; by 2050 the rate will only be 3.0-3.5% and strive for milk volume to reach about 58 liters/person/year.
Contributing to the workshop, Mr. Ngo Minh Hai - Chairman of the Board of Directors of TH Group said: It is necessary to develop the dairy industry based on the dairy cow farming industry.
“However, the target of reaching 40 liters of milk/person/year by 2030 with a growth rate of 4-4.5% requires clarifying the growth of fresh milk and powdered milk (imported). Currently, we do not have enough raw materials to make powdered milk,” Mr. Hai emphasized.
According to Mr. Ngo Minh Hai: According to the Dairy Industry Development Strategy, large corporations and large enterprises must participate in leading this industry and farmers will also follow. There is still a lot of room, not only farmland, but even land in more remote areas such as border areas can develop dairy farming, meeting the dual goals of protecting border security and developing the economy .
However, the disadvantage is the lack of infrastructure, so the state must focus on investment to encourage and attract large enterprises. "Only large enterprises can play a leading role in the development of the dairy industry. If we let small farmers develop, they will gradually fade away. We must have a suitable strategy for development," Mr. Ngo Minh Hai emphasized, adding that the dairy industry is currently not meeting the demand of the domestic market, so we need to focus on the domestic market and have the right strategy instead of letting enterprises import powdered milk, which cannot promote the dairy industry. Therefore, the policy must be to direct corporations and enterprises to focus on the dairy farming industry.

“A dairy farmer brings along three other workers to provide food, raw materials, transportation, processing and other services to serve the dairy farmer in order to better develop the dairy industry,” Mr. Hai shared.
Mr. Hai said that there must be stronger policies. If the growth rate from now to 2030 is only 4-5%, there will be no breakthrough. It must be 7-8%, so participating businesses must make more efforts to achieve this goal.
By 2050, for a highly developed country, milk consumption of all kinds must be over 100 liters/person, while the current target of 58 liters/person/year is too low. "Therefore, adjustments are needed, from which there will be policies and guidelines so that the dairy farming industry can develop," Mr. Hai affirmed.
There needs to be timely support policies for businesses.
Commenting on the investment portfolio and projects, a representative of Vietnam Dairy Products Joint Stock Company (Vinamilk) said that the company has 15 dairy farms at home and abroad with 16 processing plants with the most modern technology in the world. However, the company faces many difficulties when investing abroad, the licensing time is too long, and there is currently no guidance for businesses on the process and procedures for investing abroad; difficulties in supporting state agencies in working with foreign agencies in quarantine of goods... Therefore, it is very necessary to have policies to remove obstacles and support businesses.
The conference also received opinions from dairy enterprises in proposing the need to regulate preferential policies to develop the dairy industry in a synchronous direction from livestock farming activities, supporting enterprises in terms of land funds in dairy cow development; need to recalculate and review the goals for fresh milk and powdered milk development to make them more reasonable... Enterprises said that without support policies, it would be very difficult for the dairy cow farming industry to develop, in conditions of shortage of raw materials, shortage of land, and even shortage of water resources.

Enterprises also proposed that the Ministry of Industry and Trade and media agencies need to step up propaganda work that Vietnamese people prioritize using Vietnamese milk as well as have regulations and policies so that workers in industrial production areas, especially in export processing zones, industrial parks, and industrial clusters, can easily access and use milk, ensuring the health of workers...
Concluding the conference, Deputy Minister of Industry and Trade Truong Thanh Hoai thanked the contributions from the Association and businesses and said that the opinions of businesses were very valid.
The Deputy Minister requested the Institute for Industry and Trade Policy and Strategy to absorb and continue to perfect the Strategy and at the same time requested the Department of Industry to speed up the development of a Decree on the management of milk production and business activities.
The Draft Decision on Approving the Dairy Industry Development Strategy for the period up to 2030, with a vision to 2050, drafted by the Ministry of Industry and Trade, is expected to be submitted to the Government for approval in the first quarter of 2025. |
