Ministry of Education and Training: Grading high school graduation exams needs to recognize candidates' efforts

Deputy Minister of Education and Training Pham Ngoc Thuong requested that the exam marking must accurately reflect the test results of the candidates, and at the same time recognize their efforts and attempts.

Information from the Ministry of Education and Training said that today, July 2, Mr. Pham Ngoc Thuong, Deputy Minister of Education and Training, Head of the National Steering Committee for the 2025 High School Graduation Exam inspected the exam marking work in Bac Ninh province.

According to the report of the Department of Education and Training of Bac Ninh province, in the context of merging local governments at two levels, from July 1, the Department has proactively advised the Provincial People's Committee to complete the Steering Committee for the 2025 High School Graduation Exam and the Examination Council of Bac Ninh province, on the basis of utilizing resources from the Examination Steering Committees of the two provinces of Bac Giang (old) and Bac Ninh (old).

Accordingly, the two examination boards will continue to be held at the two locations as before. The Department of Education and Training of Bac Ninh has carefully reviewed the facilities at both examination boards, ensuring that they fully meet the requirements as prescribed, with special attention paid to strengthening security and safety measures throughout the entire examination marking process.

The essay marking rooms, multiple-choice marking rooms, test storage rooms and secretariat offices all have security cameras to monitor and record all activities for management purposes.

Mr. Bach Dang Khoa, Deputy Director of the Department of Education and Training of Bac Ninh, said that in the first days of implementing the exam marking, in general, the officers and teachers participating in the exam marking basically met the professional requirements; the difference in scores between the two examiners was within the allowable limit and there was no need to invite a third examiner.

"The exam marking work is carried out seriously, acknowledging the efforts and hard work of the candidates in the exam process," Mr. Khoa affirmed, adding that Bac Ninh plans to complete the marking of essay exams on July 7, multiple-choice exams on July 10, and announce the general scores of the entire Bac Ninh province (new) according to the plan of the Ministry of Education and Training.

Mr. Huynh Van Chuong, Director of the Department of Quality Management (Ministry of Education and Training), emphasized that it is necessary to ensure accuracy in the process of marking the exams of the 2018 and 2006 general education programs. The provincial exam marking council also needs to proactively coordinate and promptly exchange with the Ministry of Education and Training to resolve difficulties and problems arising in the process of implementing the tasks.

Mr. Chuong also noted that the examination boards must absolutely ensure the safety and confidentiality of information before the official score announcement. The score entry must be done accurately, with smooth coordination between departments, to avoid errors, ensure the rights of candidates and maintain the seriousness and transparency of the exam.

According to the report of the Ministry of Education and Training's Electronic Information Portal, during the inspection, Mr. Pham Ngoc Thuong highly appreciated Bac Ninh's completion of the Examination Steering Committee and the Examination Council on the first day of the province's merger, ensuring that the organization process had no gaps, was not interrupted, and operated smoothly.

Regarding the essay subject, through the inspection, Mr. Thuong noted that there was an exchange, discussion and agreement on the scoring method throughout the implementation process. Any problems and difficulties that arose were promptly detected and reported for adjustment and handling, in order to ensure the highest benefits for candidates.

Up to this point, although localities have started grading high school graduation exams, the Ministry of Education and Training has not yet announced the answers to the high school graduation exams, but said it is expected to announce them after July 5.
