Prioritize local budgets to eliminate self-opened paths

The Ministry of Transport has just sent an official dispatch to the People's Committees of provinces and cities with railways passing through, requesting the implementation of solutions to improve the effectiveness of ensuring order and traffic safety on railways, contributing to preventing and limiting railway traffic accidents.

Specifically, the Ministry of Transport requested the People's Committees of provinces and cities with railways passing through to direct and urge local authorities to promptly prepare documents and submit them to competent authorities for approval of projects to build service roads and fences along railways to eliminate self-opened paths across railways; prioritize funding from local budgets to implement the elimination of self-opened paths across railways according to approved plans and routes.

While waiting for the removal, arrange security personnel at self-opened crossings with high risk of traffic accidents; coordinate with the railway industry to organize professional training for security personnel, fully equip security equipment according to regulations.

Preside and coordinate with the Vietnam Railway Authority and Vietnam Railway Corporation to determine the boundaries of land reserved for railways and establish records for land management for railways in non-urban areas according to regulations. Regarding funding for implementation, the Ministry of Transport requests the People's Committees of provinces and cities to use local budgets or report to the Prime Minister and the Ministry of Finance to allocate from the central budget for implementation.

"The head of the locality where the railway passes through is responsible for performing tasks related to ensuring traffic order and safety as assigned in the Coordination Regulations between the Ministry of Transport and the People's Committees of provinces and cities; and is responsible for any railway traffic accidents that occur in the locality according to the provisions of Article 48 of the Railway Law," the Ministry of Transport's official dispatch clearly stated.

Strengthen propaganda and strictly handle violations

For the Vietnam Railway Authority, Vietnam Railway Corporation, and the Ministry of Transport, it is required to inspect, review, and overcome existing problems; develop a plan and overall plan to organize the clearance and elimination of violations of railway corridors and self-opened paths across railways.

For self-opening crossings that are waiting to be removed, immediately implement enhanced measures to ensure safety such as arranging guards when ships pass, putting up warning signs, signs restricting road vehicles, narrowing the width, clearing the view, installing lights, building bumps and speed bumps for warning.

The Ministry of Transport also requested these two units to coordinate with the People's Committees of provinces and cities where railways pass through to step up propaganda and dissemination of laws to raise awareness of traffic participants in complying with traffic regulations and rules when crossing level crossings and self-opened paths to raise awareness of people living along railways in complying with regulations on protecting railway corridors, not walking, standing, lying or sitting on railways.

Actively coordinate with traffic police and local police in railway areas to strengthen inspection, control and strictly handle violations of railway order and traffic safety; promptly detect black spots and potential railway traffic accident spots to propose solutions; investigate and strictly handle railway traffic accidents according to the provisions of law.

Regarding the Vietnam Road Administration, the Ministry of Transport requires continuing to direct road management areas to review and fully supplement missing road signs, signs restricting road vehicles from crossing railways, stop lines, traffic lights, speed bumps, and bumps at intersections between roads and railways, and to clear visibility at intersections.

Preside and coordinate with the Vietnam Railway Authority, Vietnam Railway Corporation and relevant units in connecting road and railway signals at national highway intersections under the unit's management.
