Implementing the Prime Minister 's Official Dispatch No. 143/CD-TTg dated August 23, 2025 on focusing on emergency response to storm No. 5, the Ministry of National Defense requests agencies and units to strictly maintain on-duty regime, proactively monitor and grasp the developments of storm No. 5; mobilize the highest forces and means to promptly respond to possible situations, ensure the safety of barracks, warehouses and military bases; check and promptly move units out of areas at risk of landslides and insecurity.
In addition, the Ministry of National Defense requested military agencies and units to inspect and review plans and response options for key natural disaster areas, areas at risk of flash floods, landslides, weak dykes, embankments, lakes, dams, flooded and isolated areas.
At the same time, proactively help the government and people to reinforce houses, evacuate households in dangerous areas to safe places; guide the arrangement of mooring of ships and boats at shelters; ensure the safety of key works, unfinished works, industrial parks, urban areas, residential areas and production activities, low-lying areas, and prevent unfortunate human losses.
The General Staff established a working delegation of the Ministry of National Defense, consisting of representatives of the General Staff, the General Department of Logistics and Technology, the Department of Operations, and the Department of Rescue and Relief (General Staff) to participate in the Forward Command Center in Military Region 4.
The General Departments: Logistics - Engineering, Defense Industry, General Department II, according to their functions and tasks, strengthen direction, urge, and inspect subordinate units to do a good job of responding to storm No. 5, overcoming the consequences of rain, floods, landslides, rockslides, ensuring the safety of warehouses, factories, weapons and equipment; ensuring good logistics and technology to serve the work of responding to natural disasters; proactively coordinate, provide and promptly transport rescue supplies and equipment to help localities respond and overcome the consequences when situations occur.
The Ministry of National Defense assigned Military Region 4 to coordinate with localities to organize inspection teams, urge and direct the implementation of response work to storm No. 5 and post-storm floods in the provinces; organize forces and means to cover key areas at risk of incidents caused by storms in the provinces, focusing on Nghe An, Ha Tinh and Quang Tri to promptly and effectively handle situations, avoiding being passive and surprised.
Along with that, Military Region 4 presided over and coordinated with Nghe An province to deploy the establishment of the Government's Forward Command Center at the Military Region Command to direct and operate the response to storm No. 5, connecting online television from the Forward Command Center to provinces and cities in the Military Region.
The Ministry of National Defense assigned the Navy, Coast Guard, and Border Guard to prepare forces and vehicles for on-duty duty, search and rescue at sea when ordered. The Air Defense - Air Force, and Army Corps 18 are ready with forces and vehicles to conduct search and rescue flights and air rescue; and transport food, provisions, and necessities to isolated areas when ordered.
The Military Industry-Telecoms Group ensures uninterrupted communication from the Government's forward command post in Military Region 4 to the central provinces affected by storm No. 5.
