Ensuring synchronization and uniformity in construction planning and land use planning

Discussing at group 8, Minister of Transport Nguyen Van Thang (representative of the National Assembly Delegation of Dien Bien province) informed about the implementation of the high-speed railway project.

According to delegates, the North-South high-speed railway project will be submitted by the Government to the National Assembly for consideration and approval of the project investment policy, from Hanoi to Ho Chi Minh City.

Regarding the upgrade of the 2-lane highway, Minister Nguyen Van Thang said that the Government has recently given very strong direction during this term. Personally, the Minister assessed that the previous decision of the National Assembly and the Government to implement 2 lanes was reasonable, because in reality, many routes had very low traffic volume before, and after a very long period of development, the need for upgrading was natural.

The Minister of Transport said that the Ministry of Transport is upgrading 2-lane routes to 4 lanes and some limited 4-lane routes to full and larger ones. Currently, the Ministry is working hard, some routes are being invested in.

“However, I would like to add more information, international experience shows that it is not necessary to have big, wide roads. Statistics on the causes of accidents show that more than 90% of the causes come from the awareness of traffic participants. The bigger the road and the lower the awareness, the more catastrophic the accident” – Minister Nguyen Van Thang said, adding that, along with investing in traffic infrastructure, there must be many solutions, including the participation of the entire political system to change traffic habits and culture.

Discussing at group 18 (including the National Assembly delegations of the provinces: Ha Nam, Thanh Hoa and Tra Vinh), Head of the National Assembly delegation of Ha Nam province Truong Quoc Huy proposed to have a balance so that localities with development conditions can be allocated more land to serve socio-economic development, thereby increasing state budget revenue, increasing the regulation rate, and supporting localities with difficulties. At the same time, it is necessary to ensure that construction planning and land use planning are unified and coincide with each other to meet the requirements of immediate and long-term socio-economic development.

At the same time, when adjusting the planning, it is necessary to note that the implementation of the North-South high-speed railway project will increase traffic land significantly, thereby reducing rice-growing land, so the adjustment is extremely necessary, especially for localities with high-speed railways passing through such as Ha Nam, there will be a very wide corridor serving the railway, leading to a decrease in rice-growing land, and other projects will have to stop. Therefore, adjusting the planning appropriately to meet the requirements of local socio-economic development is extremely important.

Adjusting the National Land Use Plan needs to take into account local characteristics.

Discussing in groups about the policy of adjusting the National Land Use Planning for the 2021-2030 period, with a vision to 2050, National Assembly deputies suggested that it is necessary to assess the impact of the policy, continue to review and clarify the reasons for proposing adjustments to land use planning indicators, and ensure that they are close to practical needs.

The majority of opinions of National Assembly deputies agreed on the necessity of adjusting the National Land Use Plan, especially in the context that our country is preparing to implement a number of important national projects. However, it is recommended to note that the process of planning and adjusting the plan must ensure the strategic orientations of the Party and State, carefully review the land use needs of the locality and have appropriate and detailed adjustment plans.

Comments also suggested clarifying the impacts of land use planning adjustments on urbanization and infrastructure development, and adding updated data to increase accuracy and persuasiveness.

Specifically, the construction of concentrated resettlement areas must ensure the provisions of the current Land Law (must be consistent with the planning and land use plans approved by competent authorities. At the same time, for projects using rice fields, special-use forest land, protective forest land, production forest land, the list of works requiring land acquisition, land use purpose conversion, etc. must be approved by the Provincial People's Council). This does not ensure the urgency to help people resettle and stabilize their lives immediately after storms and floods.

From there, delegates recommended that the Government consider and have fundamental solutions and specific mechanisms on land procedures to help localities promptly resolve difficulties when directing resettlement arrangements for people in areas at high risk of landslides, such as: In urgent cases, allowing the implementation of resettlement area construction projects without having to fully meet the above conditions immediately, and carrying out land procedures in parallel.

In addition, there is a mechanism allowing localities to arrange inter-settlement, allowing households to build resettlement houses on rice fields and production forest land, and then complete land procedures according to regulations to resolve the situation of people having to live in temporary tents and camps for long periods of time.
