And the Ministry of Information and Communications has such a tradition, and generations of leaders of the Ministry must continue to do better than this tradition. Units within the Ministry must also have this tradition, this way of working. If the cadre work is good and the right person is found to appoint, then the organization will be good. Unity also comes from here, the work of the unit is good also comes from here, the brothers in the unit work wholeheartedly also comes from here, and the unit is healthy also comes from here. I really hope that the cadre work of the units within the Ministry will be of interest to the Party Committees at all levels and must be done very well.

Comrade Le Huong Giang, master's degree, born in 1976, year of the Dragon (this age is used to being a "general", strong personality, dares to debate, has opinions) holds the position of Head of the Department of Organization and Personnel (TCCB), and will soon take the position of Member of the Party Executive Committee of the Ministry of Information and Communications, Chief of Office of the Party Executive Committee (BCSĐ). Our Ministry has never had a woman as Head of the TCCB Department. And Ms. Huong Giang is also the first Head of the TCCB Department of the Ministry of Information and Communications who grew up from the press, media, and publishing sector (our Ministry is 2 sectors linked together including digital technology and communications, cadres must come up from both sectors). It has been 22 years since we had a female member of the BCSĐ. And now, our Ministry has 4 "female generals" as unit heads: Head of the Legal Department, Director of the National Center for Electronic Authentication, Chief of the Ministry's Office and Head of the TCCB Department. Although there are not many female leaders, it is the most ever, and most of them are people who work behind the scenes, backup for the front line, which is very suitable for women.

Ms. Huong Giang is a responsible worker, works thoroughly, has a systematic mindset, is aware of building a system, and has a comprehensive view. Not everyone can be like that.

TCCB must be a place that balances procedures, processes, and knowing people and choosing the right people. The end result must still be to discover, train, challenge and produce good cadres. Besides, it must be done openly, transparently, impartially, and in accordance with the regulations of the Party and the State.

Ms. Huong Giang has 26 years of experience working in the field of journalism, media, and grassroots information, and has been at the Ministry for 16 years. She is also a veteran. She matured early, and at the age of 35 was already Deputy Director of the Department of Radio, Television, and Electronic Information.

The Party Committee hopes that the TCCB Department will have fundamental innovations, first of all using digital technology to reduce workload and work better. Personnel work is not only seen within the Ministry but also in the entire IT&T industry. Cadres must be prepared for all generations. The lower class creates the upper class, so the lower class creates sustainability. If we only care about the upper class, we will have the tip but not the root.

The Party Committee expects Ms. Huong Giang to create big changes, some of which are fundamental, in personnel work and in the activities of the Party Committee Office. These are two places that are in great need of innovation and change.

Comrade Le Quoc Hung, PhD, born in 1970, Canh Tuat year (this year has many ideas), holds the position of Deputy Director of the Department of Science and Technology (KHCN). Mr. Hung has worked at the Ministry for 17 years, through many positions, has been the head of the Department of Information Technology (now the Department of Digital Transformation - editor's note), deputy minister's secretary, deputy trainee. Wherever he is, he always tries to do his job well, although there are disadvantages in the appointment, but he has never complained. Our Ministry must also pay attention so as not to miss out on good cadres.

Mr. Quoc Hung presented a 5-year action plan as Deputy Director. The Party Committee listened to this report and saw many values ​​that Mr. Quoc Hung could bring to the Department of Science and Technology.

The important thing for the Department of Science and Technology is to use standards to raise Vietnam's level. Use technology to raise Vietnam's level. To do that, we must lead the way, not follow behind, promulgating technologies and standards that everyone and every business has achieved.

Comrade Tran Quang Hung, master's degree, born in 1987, but born in the year of the Tiger (this year of bold thinking and action), holds the position of Deputy Director of the Department of Digital Economy and Digital Society (DSE). He has worked at the Ministry for 8 years. He has been assigned many tasks and held many positions, but most of the time the unit assigns difficult tasks (like a kitchen knife), but the appointment process and procedures are not followed thoroughly. This is a typical example of doing well (choosing the right person to assign the task), but doing it incorrectly (not following the correct process and regulations), causing disadvantages to colleagues. Our requirement is to do both correctly and well. Correct means correct in terms of regulations, processes and procedures. Good means the right person, creating good results, contributing to the development of the unit.

The Department of Architecture and Social Affairs is a new department, most of the staff do not have practical knowledge at the grassroots level. Mr. Quang Hung has been at the grassroots level, and is also a worker, so he will bring practicality to the Department of Architecture and Social Affairs. Mr. Quang Hung presented a very practical action plan for the Department of Architecture and Social Affairs.

Now Mr. Tran Quang Hung is truly a department and bureau leader of the Ministry of Information and Communications. This is a great opportunity for him to experience leadership, creating results in a field that is the center of human development, the center of Vietnam's development.

Don't do whatever is convenient, don't skip the difficult things. Comprehensiveness is always the number one requirement for a leader. Looking at a person, looking at an event, evaluating a person, evaluating an event must also be comprehensive. Don't just look at one angle and then conclude right away. Life is the same, it must also be comprehensive, there is work - there is play, there is seriousness - there is relaxation, there is professionalism - there is amateurism, there is material - there is spirit, there is agency - there is family. Only then will it be sustainable, true to the nature of life, the nature of the universe.

There is no room for average in this day and age, especially when AI and virtual assistants have replaced humans who are not just average. Leading others requires excellence. Quality is the only way to last.
