According to the report, up to now, the agencies and units of Military Region 4 and Thanh Hoa province have proactively deployed drastic and synchronous response measures to storm No. 10 to ensure the minimum damage caused by the storm. Adhering to the "4 on-site" motto, maintaining forces, vehicles, facilities, food and provisions ready to respond to situations that may arise; identifying expected situations and areas that may require evacuation of people according to each specific situation.
Thanh Hoa province has also prepared a plan to mobilize nearly 186,600 people. Regarding vehicles, it is preparing a plan to mobilize 198 rescue vehicles, ambulances, and fire trucks; 669 ships, boats, canoes, dinghies, and jet skis for rescue and disaster relief; 4,454 passenger cars; 2,254 trucks; 730 bulldozers and excavators; 10 light river crossing kits, 795 life-saving tents; 25,449 life jackets; 15,892 life buoys and other vehicles and equipment... to participate in responding to storm No. 10.

Comrade Mai Xuan Liem, Vice Chairman of Thanh Hoa Provincial People's Committee, said: Learning from the experience of storm No. 5, Thanh Hoa province has gone one step ahead in preparation. On the afternoon of September 27, hundreds of excavators and loaders were mobilized to areas with potential risks of being isolated and cut off, ready to handle and repair traffic routes, avoiding the situation where vehicles cannot move to the scene. To ensure smooth communication, Thanh Hoa province has also directed to increase more than 300 satellite phones for local areas that are vulnerable to being isolated and cut off, and closely coordinate with local telecommunications network operators to organize responses to storm No. 10.
Thanh Hoa Military Command mobilized more than 100 officers and soldiers to areas at risk of landslides, flash floods, and flash floods, ready to help people when situations arise. In addition, with the motto "green at home is better than old in the field", Thanh Hoa Provincial Military Command also mobilized more than 200 officers and soldiers on duty, militia and self-defense forces to help people harvest rice and crops to escape storm No. 10...

The Ministry of National Defense delegation directly inspected the situation in some key areas in Thanh Hoa province. Speaking at the inspection, Senior Lieutenant General Huynh Chien Thang praised and highly appreciated the proactive and flexible spirit in the preparation for storm No. 10 of the army and people of Thanh Hoa province, and at the same time requested the agencies and units of the Thanh Hoa provincial military to strictly maintain the on-duty regime, ensure smooth communication; proactively monitor and grasp the developments of the storm; continue to thoroughly grasp the telegrams and instructions of superiors; organize reviews, adjustments and supplements to plans; prepare forces, means, facilities, food, provisions... to be ready to respond promptly and effectively when situations arise and ensure safety in all aspects. Along with that, the Thanh Hoa military must closely coordinate with local Party committees, authorities and military units stationed in the area to be ready to mobilize to help people respond and minimize damage caused by the storm.
