Breakthrough in traffic, expand development space

Tay Ninh province is developing strongly with a series of large-scale strategic traffic projects. From projects belonging to the group of important national projects to intra-provincial routes, there have been, are being and are planning to be synchronously invested, opening up many driving forces, development space, and investment attraction.

High concentration on national transport infrastructure projects

According to Director of the Department of Construction Nguyen Nam Hung, in Tay Ninh, a number of national-level traffic projects and works are being implemented, such as: Component Project 7 of Ho Chi Minh City Ring Road 3, Ho Chi Minh City Ring Road 4 project, Ho Chi Minh City - Moc Bai Expressway Project (Phase 1) under the public-private partnership method (BOT contract). The projects not only have strategic significance in regional connectivity, but are also a "lever" to promote the local and regional socio -economic development in the new period.

Component project 7 - Ho Chi Minh City Ring Road 3 through Tay Ninh is considered one of the typical projects. This route is 6.84km long, started in June 2023, with a total investment of about 3,040 billion VND. By mid-July 2025, the progress of the entire project has reached nearly 80% of the volume. Notably, the 3 main packages are "racing" against time. According to records, engineers and workers are sticking to the construction site every day, every hour, "overcoming the sun, overcoming the rain" to speed up the progress.

Package XL1 has completed the foundation and is constructing the test asphalt layer. Package XL2 is urgently completing the bridge deck and railings across the river. Package XL3, where the intersection with Ben Luc - Long Thanh Expressway is entering the final stage. Currently, contractors are accelerating to basically complete the expressway section in October 2025 and complete the entire project in 2026, in accordance with the Government's direction. At that time, Tay Ninh will have an additional strategic traffic axis connecting with Ho Chi Minh City and the Southeast provinces, opening a new door with many opportunities. Mr. Nguyen Van Tien - a worker at Package XL1, shared: "Everyone understands that this is a major national project, so we work with all our determination and responsibility to complete the project soon."

Another key project is the Ho Chi Minh City - Moc Bai Expressway (phase 1), 51km long, of which the section passing through Tay Ninh is 26.3km long. With a total investment of more than VND19,600 billion, the project is divided into 4 components.

Of which, component 1 (construction of the expressway phase 1) has a total capital of more than 10,421 billion VND, expected to start construction in January 2026. Component 2 (overpasses and service roads) will start construction earlier, from September 2025. Components 3 and 4 related to compensation, support, and resettlement in Ho Chi Minh City and Tay Ninh have a total investment of 5,270 billion VND and 1,504 billion VND, respectively.

To implement this project, by early July 2025, Tay Ninh province had approved a compensation, support and resettlement plan worth more than VND 3,056 billion and had paid more than VND 1,132 billion. The resettlement areas in Trang Bang, Rach Son and Dia Xu are in the process of completion, and are expected to be handed over in August and September 2025. Notably, due to additional costs of about VND 1,806 billion arising during the implementation process, Tay Ninh province has asked Ho Chi Minh City for support.

Not stopping there, Tay Ninh is preparing to invest in a large traffic project, promising to bring a new "boost". That is the Ho Chi Minh City Ring Road 4 project passing through Tay Ninh with a length of 74.5km, complete scale of 8 lanes, design speed of 100km/h. Both sides will have parallel roads with 2 lanes, speed of 60km/h. Phase 1 will invest in 4 expressway lanes, roadbed width of 25.5m, total investment of more than 68,270 billion VND. The state budget will support 39,556 billion VND (of which 75% is the central budget, 25% is balanced by the province, maximum of about 10,000 billion VND). The rest is investor capital proposed by MIK Group Vietnam Corporation in the form of PPP.

Up to now, the pre-feasibility study has been completed, the National Assembly has approved the investment policy in the Resolution dated June 27, 2025. Currently, the province and relevant agencies are urgently preparing a feasibility report and selecting investors. Every stage is carefully and methodically calculated because this is a traffic route with strategic regional connectivity, expected to change the face of the western area of ​​Ho Chi Minh City and the Tay Ninh border area.

Connect throughout, create development momentum

Regional transport connectivity is receiving investment attention from the province.

Along with national projects, Tay Ninh is also focusing on the intra-provincial transport system, the routes that play a role in connecting the center to remote and border areas. Typical is the Go Dau - Xa Mat expressway phase 1, 28km long, 25.25m wide road surface, designed speed of 120km/h. The project is in the process of completing the pre-feasibility study documents, proposed by the Fico Tay Ninh - Chuong Duong consortium under the PPP form. The deadline for submitting documents is July 31, 2025, also showing the determination to implement early.

Meanwhile, the Truong Chinh road project (from Provincial Road (DT) 781 to 30/4 Road) with a total investment of more than 1,170 billion VND started in March 2025. However, the progress has only reached less than 9% due to difficulties in compensation. Of the 269 affected households, only 48 have been paid. The Provincial People's Committee has strongly directed localities to urgently complete this work to ensure progress.

For the N8-787B-789 connecting route, which is over 48km long, the total investment capital of 3,400 billion VND is being deployed simultaneously. Section DT787B has reached 91% of the volume, DT789 has reached 53.7%, and route N8 has reached 30.5%.

For the DT830E project (section from the expressway intersection to DT830), the total investment is 3,707 billion VND, divided into 2 components: construction (1,213 billion VND) and site clearance (2,494 billion VND).

Phase 1 invested in 2 parallel roads, when completed it will become an 8-lane highway. Currently, 796/878 households in My Yen and Ben Luc communes have been paid, the compensation area is 36.6/40.16 hectares. However, 82 households have not received money because the unit price has not been agreed upon, and the resettlement area has not completed the technical infrastructure.

At the construction site, construction packages are being actively implemented, some sections have reached more than 50% of the volume, but there are still about 950m of undelivered land, causing difficulties in construction.

In addition, the project of access roads to 3 bridges on DT827E with a total investment of 3,040 billion VND (of which 1,607 billion VND is for compensation and site clearance, 1,433 billion VND is for construction) is being highly focused. The project passes through 6 communes: Can Giuoc, My Le, Can Duoc, Vam Co, Tan Tru and Tam Vu. In Tam Vu commune, payments have been made to 112/116 households; My Le and Can Duoc communes have approved plans for 201 households, and payments have been made to 68 households. It is expected that the entire site will be handed over in August 2025 to start construction on August 19, 2025.

Along with the above major projects, the province is implementing new investments and upgrading and expanding many other traffic routes, urban improvement projects to complete technical infrastructure to meet development needs and attract investment. Traffic projects are designed with a long-term vision and future regional connectivity.

In the current traffic picture of Tay Ninh, it is not difficult to see the strong changes. However, in the implementation process, there are also many challenges and difficulties, especially in the stage of site clearance and investment resource mobilization. Working with the Department of Construction recently, Vice Chairman of the Provincial People's Committee Nguyen Minh Lam requested relevant departments and branches to continue to review, arrange priorities, and focus on removing difficulties for important traffic projects.
