On the afternoon of April 22, in Uong Bi City, Comrade Vu Quyet Tien, Deputy Secretary of the Provincial Party Committee chaired a working session with the Standing Committee of the Uong Bi City Party Committee on the implementation of the Resolution of the 11th Conference of the 13th Party Central Committee in conjunction with the development and completion of documents, personnel work and direction of Party congresses of communes and wards after the arrangement.
In line with the Resolution of the 11th Conference of the 13th Party Central Committee, the conclusions of the Politburo , the Secretariat, the Provincial Party Committee; the Standing Committee of the Uong Bi City Party Committee has established the Steering Committee for the arrangement of commune-level administrative units in Uong Bi City (referred to as the Steering Committee). Up to now, the Steering Committee has held 4 meetings to give opinions on the Project for the arrangement of commune-level administrative units in the city.
According to the arrangement plan, Uong Bi City currently has 10 commune-level administrative units and is expected to be reduced to 3 new administrative units, including: Uong Bi Ward, Yen Tu Ward, Vang Danh Ward. In which, Uong Bi Ward was established on the basis of merging Quang Trung, Thanh Son, Yen Thanh Wards and Den Cong Area 1, 2, 3 of Trung Vuong Ward; the headquarters is located at the current headquarters of the City Party Committee, People's Council, and People's Committee of Uong Bi City. Vang Danh Ward was established on the basis of merging Nam Khe, Bac Son, Vang Danh, and Trung Vuong Wards (except Den Cong Area 1, 2, 3); the headquarters is located at the current headquarters of Trung Vuong Ward. Yen Tu Ward was established on the basis of merging the communes and wards of Phuong Dong, Phuong Nam, and Thuong Yen Cong; in the short term, Yen Tu Ward will use the headquarters of Phuong Dong Ward, and in the long term, it will use the headquarters of the Yen Tu National Forest and Monument Management Board.
The arrangement of the city's commune-level administrative units has received high consensus from voters and people on both the plan, as well as the names and offices of the three new wards.
The Standing Committee of Uong Bi City Party Committee also assigned the work of preparing documents, organizing congresses, and grassroots administrative units in Uong Bi City when not organizing at the district level, merging commune-level administrative units; reviewing and planning the arrangement of civil servants, public employees, non-professional workers and the arrangement of public service units.
During the implementation process, the city always ensures to maintain the implementation of regular, continuous tasks without delay, serving the people and businesses well; continues to strengthen state management in all fields in the context of transition, focusing on budget revenue and expenditure management, site clearance, etc. Accordingly, in the first 4 months of the year, the work of developing new party members reached about 28% (up 47% over the same period in 2024); the city's industrial and construction production value reached over VND 20,400 billion (up 11% over the same period); welcomed 1.5 million tourists (equal to 123% over the same period); state budget revenue in the area reached VND 960 billion (up 16% over the same period); attracted many new projects...
At the working session, delegates focused on discussing and contributing opinions related to the proposals and recommendations of the Standing Committee of the Uong Bi City Party Committee, focusing on a number of key contents: Arranging redundant cadres after the rearrangement; expanding the subjects to be arranged into Party committee positions, standing committees, and new key leadership positions at the commune level; providing implementation instructions for public service units; building a mechanism for decentralization and delegation in state management...
Concluding the meeting, Comrade Vu Quyet Tien, Deputy Secretary of the Provincial Party Committee, highly appreciated the results of Uong Bi City in Party building, socio -economic development, caring for people's lives, and maintaining security and order. Especially the implementation of the Central and provincial directives in implementing the Resolution of the 11th Conference of the 13th Party Central Committee in conjunction with the development and completion of documents, personnel work and direction of the congresses of communes and wards after the arrangement.
Regarding the tasks in the coming time, the Deputy Secretary of the Provincial Party Committee requested the Standing Committee of the Uong Bi City Party Committee to focus on leading and directing the implementation of Party building, political system, socio-economic development, contributing to the realization of Quang Ninh's economic growth target of over 14% in 2025. Along with that, it is necessary to clearly define responsibilities in directing the drafting of documents for the 3 ward congresses, ensuring completion before July 1, 2025; review and re-evaluate the staff according to the latest requirements of the Central Committee from the perspective of publicity, transparency and democracy to have a staff of civil servants and public employees who truly meet the requirements and tasks of the new situation; grasp the political work situation, ideology and aspirations of cadres, civil servants and people.
Regarding the task of socio-economic development, to ensure the growth target of the province, the city must review the budget collection task and have solutions to prevent revenue loss. At the same time, promote attracting non-budgetary investment; focus highly on site clearance work, ensuring the basic completion of site clearance work for key projects in May 2025; focus on resolving the work of people and businesses, as well as the work of resolving petitions and recommendations, taking care of the lives of people and meritorious people; review all public assets to prepare for the handover; strengthen the deployment of security camera models... The viewpoint of the Provincial Party Committee Standing Committee is that all tasks of Uong Bi City must be implemented in the spirit of racing against time, not to interrupt the work.
