
On June 15, the Government issued Decree 154/2025 on streamlining payroll, stipulating 8 cases of cadres, civil servants, public employees; commune-level cadres, civil servants and people working under labor contracts who are subject to policies like civil servants subject to streamlining.
Group 1 includes civil servants, public employees, and redundant workers due to organizational restructuring, except for those who enjoy policies and regimes in implementing organizational restructuring according to separate regulations of the Government.
Group 2 includes cadres, civil servants, and leaders and managers who cease to hold their positions or titles or are appointed or elected to leadership or management positions with lower salary or leadership allowance due to organizational restructuring or individuals voluntarily streamlining their staff and are approved by the direct management agency.
Group 3 includes cadres, civil servants, and leaders and managers who cease to hold leadership and management positions or titles due to restructuring or improving the quality of the team according to the decision of a competent authority or due to the decision of a competent authority to cease holding leadership and management positions, or individuals who voluntarily reduce their staffing levels and are approved by the agency, organization or unit directly managing them.
Group 4 includes people who are redundant due to restructuring of cadres, civil servants and public employees according to job positions but cannot be arranged for other jobs or can be arranged for other jobs but the individual voluntarily reduces the payroll and is approved by the direct management agency.
Group 5 includes people who have not achieved the training level according to professional and technical standards for the job position they are holding, but there is no other suitable job position to arrange and cannot retrain to standardize, or the agency arranges another job but the individual voluntarily reduces the payroll and has the consent of the direct management agency.
Group 6 includes people who, in the previous year or in the year of streamlining, were classified as not completing their assigned tasks and duties; in the previous year or in the year of streamlining, were classified as completing their assigned tasks but the individual voluntarily downsized and was approved by the agency, organization or unit directly managing them. This is a new point compared to the 2023 regulation, which stipulates that officials and civil servants who, in 2 consecutive years at the time of streamlining, have 1 year of quality classification as completing their tasks and 1 year of not completing their tasks but cannot be assigned other suitable jobs will be downsized.
Group 7 includes people who in the previous year or in the year of streamlining the payroll have a total of 200 days of sick leave; in the previous year or in the year of streamlining the payroll have a total of sick leave equal to or higher than the maximum number of sick leave according to regulations on social insurance, individuals who voluntarily streamline the payroll and have the approval of the direct management agency.
Group 8 includes people working under indefinite-term labor contracts performing professional and technical jobs in the list of specialized job positions and shared professional job positions in public service units that are redundant due to restructuring of the unit's human resources or redundant due to rearrangement of the organizational apparatus.
At the same time, workers under indefinite-term labor contracts performing support and service work in administrative agencies and public service units who are redundant due to the reorganization of the apparatus; part-time workers at the commune level who have resigned since the implementation of the two-level local government model; part-time workers in villages and residential groups who are redundant due to the reorganization of villages and residential groups are also subject to staff streamlining.
The Government stipulates two cases that have not been downsized, including those who are pregnant, on maternity leave, or raising children under 36 months old, except for individuals who voluntarily downsize; those who are under disciplinary review or criminal prosecution, or are being inspected or examined due to signs of violations.
The Decree takes effect from June 16.
