"For example, decentralization and authorization are very strong in land use planning and infrastructure investment. The city is also piloting fees and charges decided by the City People's Council, which can set levels appropriate to local realities and the city's investment policies. Third, it is possible to apply specific financial policies and mechanisms.
The city is also building and issuing policies to support from the budget for semiconductor chip design projects, semiconductor chip supporting industries, research and development; establishing a science and technology development fund, proactively supporting research, innovation development, product commercialization, prioritizing semiconductor chip research, startup projects, digital technology...," he said.
