Urgent upgrade of sea dyke 3 through Chan Hung commune

Faced with the increasingly severe impacts of climate change and natural disasters, Hai Phong has invested more than 130 billion VND to upgrade sea dyke line 3 in Chan Hung commune.

Degradation

On the sea dyke road 3 in Chan Hung commune (formerly Nam Hung, Bac Hung, Dong Hung, Tay Hung communes), it is easy to see many people having to push their bikes over several large potholes. Mr. Pham Van Hung, in Bac Hung village, said: "The entire long dyke section is degraded, with many potholes. When it rains, people have difficulty moving around. Many times, I do not dare to ride my bike but have to get off and push it on foot because the dyke surface is bumpy and dangerous."

According to the People's Committee of Chan Hung commune, the sea dike 3 running through the area is more than 7.5 km long and 5.2 - 6 m wide. The dike is responsible for protecting the safety of more than 26,000 people, economic establishments, industrial factories, historical - cultural relics and vital traffic infrastructure systems, especially coastal aquaculture areas... With the current state of degradation, people are always worried before each storm season, especially in the context of climate change, rising sea levels and increasingly complex and intense storms.

Notably, on the dike line there is culvert C1, a key project for flood and storm prevention of the city, built since 1978. Although it has been maintained and repaired many times, it is now seriously damaged, often leaking and penetrating the girder. Ms. Nguyen Thi Lua in Tan Hung village shared: "The culvert is old and leaking, so the fields inside are often inundated with salt water, directly affecting rice productivity. If not renovated soon, the situation of farmers abandoning their fields will likely increase."

According to Mr. Nguyen Van Toan, an expert from the Economic Department of Chan Hung Commune, in recent years, the sea dyke line 3 has received investment and reinforcement in some sections. However, many sections of the dyke surface have degraded and the cross-section has not been completed; in particular, the culverts under the dyke, including culvert C1, are still a weak point. The dyke line not only has the meaning of preventing and combating natural disasters but is also an important traffic axis for the people. If upgraded and renovated synchronously, the project will help the locality to be more proactive in responding to natural disasters, while also meeting the needs of the people.

Create a 'shield' against storms

Faced with the above situation, in August 2025, the City People's Committee approved the Project to Upgrade Sea Dyke Route 3 with a total investment of more than 130 billion VND from the budget, belonging to Group C, invested by the Hai Phong Traffic and Agricultural Construction Investment Project Management Board.

The project to upgrade sea dyke line 3 is implemented on the section from km16+500 to km21+162, about 4.66 km long, to be completed in 2026. The main items include widening the dyke surface to 7 m (6 m cement concrete, two shoulders on each side 0.5 m), reinforcing the dyke roof, building a protective embankment and replacing culvert C1 at km18+721 with reinforced concrete, with an aperture of 2 gates x 3 m. The project aims to handle weak points, improve the safety of the dyke system, serve irrigation, prevent storms and floods, and at the same time protect coastal protection forests, prevent salinity, wind and high tides. When completed, the project will contribute to mitigating natural disasters, protecting residents, land, and essential infrastructure; creating a route for inspection, rescue and relief during the rainy and stormy season, meeting traffic needs and linking with the belt line to ensure coastal security and defense.

Mr. To Dinh Ha, Deputy General Director of the Hai Phong Agricultural and Rural Development Construction Investment Project Management Board, informed: “The project will upgrade the dike surface, expand the cross-section, reinforce the dike roof, and build new drainage culverts. The goal is to ensure safety against natural disasters, associated with the development of the marine economy and create favorable traffic conditions for people.”

People in the coastal area of ​​Chan Hung are looking forward to the project being implemented soon, becoming a "shield", helping people feel secure in production. Ms. Vu Thi Hanh, a clam farmer in Dong Hung village, said: "We invest hundreds of millions of dong each crop. If the dike is solid, people will feel secure in raising and expanding production. Having a solid dike also means protecting the capital and efforts of hundreds of households."

Hai Phong currently manages more than 63 km of sea dykes. In the face of complex developments of climate change, prioritizing investment resources for key dyke routes is identified as a key task. The project to upgrade sea dyke route 3 not only protects the safety of people's lives but also creates conditions for coastal residents to feel secure in staying and developing production, contributing to promoting a sustainable marine economy.
