On January 14, the Standing Committee of the Ho Chi Minh City Party Committee held a ceremony to announce and hand over the personnel decision. At the ceremony, Mr. Nguyen Van Nen, Politburo member, Secretary of the Ho Chi Minh City Party Committee, handed over the decision to transfer, assign, and appoint Ms. Nguyen Thanh Xuan, President of the Ho Chi Minh City Farmers' Association, to join the Party Executive Committee, the Standing Committee of the District Party Committee, and hold the position of Secretary of the District Party Committee of District 3.
Ms. Xuan was appointed as Secretary of District 3 Party Committee to replace Mr. Pham Thanh Kien, who was elected Vice Chairman of Ho Chi Minh City People's Council from November 2023.
Ms. Nguyen Thanh Xuan (43 years old), from Cu Chi district, has a master's degree in political science, a bachelor's degree in economics , a bachelor's degree in agriculture, rural development and agricultural extension.
Ms. Xuan is a cadre who has grown up from the Youth Union - Association work, having held the positions of Deputy Secretary of the Cu Chi District Youth Union, Head of the Ho Chi Minh City Youth Union, Deputy Secretary of the Ho Chi Minh City Youth Union. Since September 2015, Ms. Xuan has been transferred to hold the position of Deputy Secretary of the District Party Committee of District 8, then Vice President of the Farmers' Association and President of the Ho Chi Minh City Farmers' Association since June 2020.

Also at the ceremony, Secretary Nguyen Van Nen presented the decision to transfer, assign and appoint Ms. Phan Thi Thanh Phuong, Secretary of the Ho Chi Minh City Youth Union, to join the Party Executive Committee, the Standing Committee of the District Party Committee, and hold the position of Secretary of the Phu Nhuan District Party Committee.
Ms. Phuong became Secretary of the Phu Nhuan District Party Committee, replacing Mr. Pham Hong Son, who was appointed Chief of Office of the Ho Chi Minh City Party Committee from November 2023.
Ms. Phan Thi Thanh Phuong (40 years old), from Quang Nam province, has a master's degree in political science, a bachelor's degree in political science, a bachelor's degree in biology, and a senior degree in political theory. Ms. Phuong is currently a delegate of the 15th National Assembly.
Secretary Nguyen Van Nen presented the decision to appoint Ms. Phan Thi Thanh Phuong as Secretary of Phu Nhuan District Party Committee.
The new Secretary of Phu Nhuan District Party Committee is a cadre who has grown up from the work of the Youth Union and Association, having held the following positions: Vice President of the Vietnam Student Association of Ho Chi Minh City, Deputy Head of the School Youth Committee, Deputy Head of the Front Committee - National Defense and Security - Residential Areas, and Permanent Vice President of the Vietnam Youth Union of Ho Chi Minh City.
Since January 2016, Ms. Phuong has been Head of the Propaganda Department of the Ho Chi Minh City Youth Union, then Deputy Secretary of the Ho Chi Minh City Youth Union and Secretary of the Ho Chi Minh City Youth Union since June 2020.
