(DN) - On July 14, Vice Chairwoman of the Provincial People's Committee Nguyen Thi Hoang chaired a meeting with relevant departments and branches to listen to reports on the situation of decentralization and removal of legal obstacles in mineral exploitation to serve key projects and works in the South.

At the meeting, Deputy Director of the Department of Agriculture and Environment Tran Trong Toan said that currently, the source of filling materials for key projects has been fully licensed by the Provincial People's Committee, even exceeding the demand. Particularly for construction stone, although the province has allocated a large volume, the actual volume of stone brought to construction sites is still limited.

Specifically, the total volume of rock that has been extracted by the province to date is about 8.3 million m³. Of which, investors, contractors and mine owners have signed contracts to supply about 6.1 million m³. However, the actual volume brought to key project sites is only about 2.5 million m³, equal to about 30% of the total volume that has been extracted.

The reason may be that the contractor has not signed the contract according to the allocated volume, or has signed the contract but has not yet come to receive the stone. In addition, some mine owners have not been able to organize production on schedule because they have not completed legal procedures, or the mined products do not meet quality requirements.

Regarding the application of the special mechanism of increasing the mining capacity by 50%, there are 14 registered mines with a total increase of more than 4.2 million m3 , of which the province has allowed 3 mines to increase their capacity. The Provincial People's Committee has worked with the Long Thanh International Airport Project Management Board to agree on the additional allocation of 585 thousand m3 of previously unallocated stone and to adjust the type of stone needed for construction of this project.

At the meeting, the mine owners also raised a number of difficulties and problems, and proposed solutions to exploit according to plan and increase capacity to supply materials for key projects.

Concluding the meeting, Vice Chairwoman of the Provincial People's Committee Nguyen Thi Hoang said that most of the remaining legal procedures of the mines have been resolved by the province. Only a few small procedures are "stuck" due to the arrangement of administrative units at ward, commune and provincial levels.

Regarding allocation, the provincial leaders requested the Department of Agriculture and Environment to work with the mines to unify data on capacity, progress, types, and supply capacity for each month. On that basis, synthesize and advise the Provincial People's Committee to issue decisions on allocation of volume, types, and progress in accordance with the needs of the projects, especially the Long Thanh International Airport Project to meet the progress requirements. When the province has a decision on allocation, the Long Thanh International Airport Project Management Board directs contractors to sign contracts with the mines.

Provincial Police units, Department of Construction, Department of Industry and Trade, Department of Agriculture and Environment continue to monitor and supervise the implementation of the decision on allocation and price developments of construction materials.

The provincial leaders also requested mine owners to proactively provide documents to the locality in the condition that the commune-level documents have not been handed over. Review the volume that can be increased so that the Department of Agriculture and Environment has a basis to advise on the allocation decision. The Department of Agriculture and Environment, the Department of Finance, and the People's Committees of wards and communes support mine owners in completing the remaining legal procedures of the project.
