Cost of implementing social assistance payments

Circular amending regulations on "Content and level of expenditure for reviewing social protection objects" as follows:

Cost of reviewing and appraising documents includes: Review cost: VND 30,000/document; Appraisal cost: VND 30,000/document.

In addition, the Circular also amends and supplements the provisions on "Costs of implementing social assistance payments for social protection beneficiaries" as follows:

Office supplies, printing, photocopying of documents, forms, notices, rental costs of payment locations, drinking water for beneficiaries at payment locations and other necessary costs serving the payment of regimes for social protection subjects: Payment levels are based on actual expenses based on invoices and legal spending documents within the budget estimate assigned by competent authorities and regulations of law on bidding;

Cash transportation costs, money transfer costs for policy beneficiaries, support costs for making ATM cards for beneficiaries who request payment via bank, costs for hiring security forces at the payment location (if necessary): Payment levels are based on actual expenses based on invoices and legal spending documents within the budget assigned by competent authorities and regulations of the law on bidding;

Night work and overtime: Implemented according to the provisions of the Labor Code, Decree No. 145/2020/ND-CP dated December 14, 2020 of the Government detailing and guiding the implementation of a number of articles of the Labor Code on working conditions and labor relations;

In case of making social assistance payments to social protection beneficiaries through payment service organizations: The payment cost level is determined as a percentage of the total payment amount to social protection beneficiaries as prescribed by the Provincial People's Council depending on local conditions and the actual number of social protection beneficiaries in each locality.

This Circular takes effect from September 1, 2024.
