“3 plus 1” strategy promotes innovation in Vietnam

The formula “3 plus 1”

Speaking at the Forum “Promoting Innovation, Developing Strategic Technology Sectors”, Ms. Mariam J. Sherman, Director of the World Bank, proposed a “3 plus 1” formula, including: technology talent, innovation ecosystem and supply chain linkages - all linked by the +1 factor: a strong focus on a few excellent and selective innovation clusters.

Specifically, according to a World Bank representative, to compete globally, Vietnam will not only need more graduates but importantly, more world-class technicians, scientists and engineers.

This means that larger and better talent systems are needed. Higher education institutions need to be invested in to increase the quantity and quality of undergraduate and postgraduate education, and to empower faculty and students to conduct research and gain practical experience.

Attracting and retaining talent is just as important as developing talent. Nearly 65% ​​of Vietnam’s top tech talent in key and emerging technology fields currently work overseas. Creating favorable conditions to attract this talent back to contribute will help Vietnam leapfrog, narrowing knowledge gaps and relationship networks that would otherwise take decades to build.

With the second pillar of building an innovation ecosystem, according to Ms. Mariam J. Sherman, Vietnam has laid important foundations. In 2025, Vietnam ranked 44th out of 139 economies in the Global Innovation Index - among the fastest-growing countries compared to income level, and Ho Chi Minh City is already one of the most dynamic innovation centers in Southeast Asia.

However, higher-value work, such as product design, manufacturing, and commercialization of research results, is still in its infancy. Between 2010 and 2020, Vietnam filed fewer than 100 patents with the top five international intellectual property offices, and almost none in the semiconductor field. This is where there is room for growth.

“Increasing public and private investment in research and innovation is extremely important, especially in Research and Development (R&D) infrastructure,” the World Bank representative emphasized.

Finally, to fully exploit the potential of Vietnam's innovation ecosystem, it is necessary to strengthen the "triple-party" cooperation between higher education institutions - research institutes, businesses and the Government.

As an example of a solution to the human resource problem, Mr. Ngo Tuan Anh - Chairman of ViSecurity Network said that Vietnam Open Cyber ​​Range (VOCR) is an initiative to realize the goal of solving the problem of high-quality cyber security human resources for Vietnam.

The core objective of the Vietnam Open Cyber ​​Security Training Ground is to create a professional, practical training and education platform. What is special is that Vietnam Open Cyber ​​Range is an “open” platform, open in the development process with the participation of many universities, research institutes, businesses, etc., open in the usage process where training facilities and individuals with passion can easily access and use.

Must master strategic technology

Speaking at the forum, Permanent Deputy Minister of Science and Technology Vu Hai Quan emphasized that the world is witnessing a change in economic, political and security awareness under the impact of science, technology and innovation. Strategic technologies are reshaping national power and global value chains.

In Vietnam, Resolution 57 of the Politburo identified bottlenecks and determined that Vietnam must master strategic technology to create unique development, high-quality development of the socio-economy, contributing to ensuring national defense and security and increasing the country's position in the international arena.

Implementing Resolution 57, the Ministry of Science and Technology has coordinated with ministries and branches to develop and submit to the Prime Minister for promulgation a list of strategic technologies and strategic technology products. Gradually perfecting development actions to create a basis for businesses, organizations and individuals to participate in research, development and mastery of strategic technologies.

For quick and effective implementation, the Ministry of Science and Technology is building strategic technology programs in the following directions: first, standardizing each strategic technology and strategic product into fundamental technology pillars, including core technology, infrastructure, and human resources.

The second is to translate each foundational pillar into standardized tasks, including context and objectives; scope and approach, implementation organization; products, time and progress; budget and resources, and criteria for evaluating results.

Third, from the tasks, projects will be formed to invite businesses, institutes, schools, ministries, branches and localities to participate in implementation.

Finally, based on the implementation of strategic technologies and strategic products, the Ministry hopes to gradually form an innovation ecosystem.
