The Ministry of Finance will continue to direct the NIC, five innovation networks and experts in strategic technology fields to promote the role of connecting Vietnamese intelligence globally, seeking resources, promoting public-private cooperation and international cooperation to address economic challenges, realizing the aspiration of making Vietnam an important link on the global technology map.
Sharing at the event, Ms. Mariam J. Sherman, WB Country Director for Vietnam, Cambodia and Laos, affirmed that the WB welcomes the Vietnamese Government's commitment to promoting science, technology and innovation as a new growth driver.
According to Mariam J. Sherman, Vietnam has many great advantages. What is needed now is a systematic strategy, a formula called "three plus one", including technology talent, innovation ecosystem, and supply chain linkages. All are tied together by a strong focus on a few excellent and selective innovation drivers.
This journey requires the cooperation of the whole country, in which the Government, businesses, higher education institutions - research institutes, and international partners all play an essential role. The World Bank is committed to mobilizing global expertise and financial resources to accompany Vietnam in turning the vision into concrete results, starting now.
The forum witnessed the components of the innovation ecosystem realizing their commitment to developing strategic technology industries, including: WB published the report "Creating Vietnam's semiconductor future: Breakthrough from technology talent and innovation"; NIC and JICA, with the strategic accompaniment of BCG, announced the "AI Startup Acceleration Program: VietLeap Accelerator 2025"; Qualcomm and Meta committed to promoting R&D and developing supply chains in Vietnam; Japan committed to cooperating to accelerate startups and develop technology human resources; Vietnam's chip design startup Hyphen Deux, incubated by NIC, entered the international market with control chips manufactured at TSMC's factory.
This is a clear demonstration of the participation of elements in the innovation ecosystem, from the State to businesses, institutes, international organizations and the technology startup community.
Notably, at the forum, the announcement ceremony of initiatives to implement Resolution 57 took place. The initiatives were initiated by NIC and 5 innovation and expert networks in the fields of AI, semiconductors, cybersecurity, quantum, aerospace and UAVs.
The program is an important milestone, affirming Vietnam's determination to build a self-reliant, highly competitive economy based on innovation. The discussion sessions have opened up many opportunities for practical cooperation, connecting domestic and foreign resources, contributing to bringing Vietnam to a rapid and sustainable position on the global technology map.
