A government that is close to the people and serves the people is a direct measure of social trust and governance effectiveness. From the welcoming attitude at the "public door" to proactive support, from administrative procedure reform to promoting digital transformation, the apparatus at all levels is increasingly closer to the people, listening and acting for the common good. This is the foundation for building a transparent, modern government that goes hand in hand with sustainable local development.

Change from service style

Over the past 2 months, in every locality of Thai Nguyen , it is easy to see the changes in the administrative system. If before, people were still hesitant when coming to the "public door", now there is a warm welcome, enthusiastic guidance and a spirit of responsible service.

At the Dinh Hoa Commune Public Administration Service Center, the rules board of 4 xin (hello, sorry, thank you, permission), 4 always (always smile, always be gentle, always listen, always help) and 5 no (no trouble, no bureaucracy, no corruption, no fraud, no abuse of power) are solemnly hung. Not just a slogan, it has become a commitment to civilized behavior of cadres and civil servants.

These changes are even more valuable in areas lacking in infrastructure. In Binh Yen commune, when the number of computers is not enough to serve during peak hours, officials bring their personal computers to support.

Mr. Phan Thanh Nam, Vice Chairman of Binh Yen Commune People's Committee, Director of the Commune Public Administration Service Center: We hope that people will not have to wait or be interrupted when completing procedures. Each official must create the most favorable conditions for the people, which is also a way for the government to get closer to the people.

In urban areas, the pressure to resolve documents is greater, and the spirit of service is demonstrated by innovation in operations. In Van Xuan ward, Party and government leaders are directly present at the One-Stop Department, signing and approving documents and guiding procedures, creating trust for the people.

Mr. Tran Xuan Truong, Party Secretary, Chairman of the Ward People's Council, affirmed: This is a new model, unprecedented in the administrative history of our country. Reality shows clear effectiveness: the apparatus is streamlined, operates smoothly, and is closer to the people.

The image of officials wholeheartedly guiding the elderly to fill out declarations, or patiently helping people handwrite each form, has made government agencies no longer distant, but become a reliable support, accompanying the people.

Breakthrough through digital transformation

Along with the innovation of service style is a fundamental step forward from digital transformation - the key to building a modern and transparent administration. From July 1, 2025, Thai Nguyen officially operates the Administrative Procedure Information System connecting to the National Public Service Portal, becoming a common "window" for people and businesses to look up and submit documents online.

After more than 2 months, shared digital platforms such as: Document management and administration system, online video conferencing, email, Provincial electronic information portal... have operated stably and effectively.

Mr. Nguyen Quoc Huu, Director of the Department of Home Affairs, emphasized: This achievement is the result of the determination of the entire political system and the dedication of the staff and civil servants. More importantly, it affirms that the policy of the two-level government model is correct, bringing satisfaction and trust to the people.

The positive impact is clearly felt by people and businesses. Ms. Hoang Thi Thu, owner of a small business in Song Cong ward, said: Previously, people had to go back and forth many times to register their business, now they only need to operate on the public service portal, saving time and costs, and giving them peace of mind to expand production.

Mr. Nguyen Hong Phuc, a member of the Na Ri Youth Union, shared: The young generation is used to using smartphones, when public services are online, all operations are convenient. This is a way for the government to get closer to the youth, spreading the spirit of digital transformation in the community.

From remote mountainous areas to bustling urban areas, the image of dedicated officials and civil servants, civilized behavior, the frequent presence of leaders at one-stop shops, and modern digital platforms are creating a new look for Thai Nguyen government.

“Government close to the people” has gone beyond the scope of slogans, becoming a vivid reality, laying the foundation for Thai Nguyen to develop rapidly, sustainably and comprehensively. People’s trust has been strengthened, the desire for innovation has been aroused...

According to the Ministry of Directing, Operating and Evaluating the Quality of Service to People and Businesses in the Electronic Environment, by September 5, 2025, Thai Nguyen achieved 87.31 points, ranking 1st out of 34 provinces and centrally run cities.

As of September 14, 2025, the province is qualified to provide 2,143 online public services, including 934 full procedures, of which 275 have been implemented; the remaining 1,753 procedures are at a partial level.
