On April 5, the leader of the People's Committee of Cu San commune (M'Drak district, Dak Lak ) said that the commune discovered and recorded the incident of Mr. Sung Seo Long (village 9, Cu San commune) setting up a "barrier" fence, collecting money from vehicles passing through his farmland to enter Truong Son Dong road. The locality has reported to the district People's Committee for a solution.
Meanwhile, the district is also reporting to the Provincial People's Committee to wait for a meeting and take decisive measures.

According to Giao Thong Newspaper, this morning (April 5), Dak Lak Provincial People's Committee met with M'Drak District People's Committee and related units to resolve the above incident.
According to the leader of the People's Committee of Cu San commune, the commune repeatedly tried to persuade Mr. Long to stop blocking the road to collect tolls but to no avail.
"Currently, this man is still collecting fees from passing vehicles. The authorities are monitoring and waiting for instructions from superiors," said the leader of the People's Committee of Cu San commune.
Discussing this issue, Lawyer Tran Viet Ha, Ho Chi Minh City Bar Association analyzed: "According to Clause 3, Article 51 of the Road Traffic Law, "A toll station is a place where tolls are collected from vehicles participating in road traffic, built according to a planning or investment project approved by a competent state agency. The operation of the toll station must ensure smooth and safe traffic."
On the other hand, pursuant to Point a, Clause 1, Article 16 of the Law on Fees and Charges 2015, it is strictly prohibited for "... individuals to set and collect fees and charges".
Accordingly, in this case, the household arbitrarily opened a road through the field, erected a barrier to collect tolls from passing vehicles. Pursuant to Article 14 of Decree 100/2019/ND-CP, amended and supplemented by Decree 123/2021/ND-CP, it stipulates that individuals who arbitrarily build toll stations without the consent of the state agency in charge of traffic management will be fined from 15 to 20 million VND.
Additional penalties include forced demolition and restoration to the original state. At the same time, depending on the amount of money illegally collected from unauthorized fee collection, there will be different levels of penalties.
"Article 7 of Circular 186/2013/TT-BTC stipulates that those who collect fees in violation of regulations will be fined from 500,000 VND to 50,000,000 VND depending on the amount of collected violation," lawyer Tran Viet Ha analyzed.
As reported by Giao thong newspaper, currently the Truong Son Dong route is basically completed, and traffic is convenient. In particular, the short section of about 90m passing through the land of Mr. Sung Seo Long (village 9, Cu San commune, M'Drak district) connecting the two ends of the Truong Son Dong route has just been leveled and is more than 3m wide.
On this road, Mr. Long set up a bamboo barrier across the road, preventing vehicles from passing.
For over a month now, Mr. Long has been arbitrarily collecting fees from tractor-trailers of 100,000 VND/trip, 4-axle dump trucks of 80,000 VND/trip, cars of 30,000 VND/trip, and motorbikes of 10,000 VND/trip. Vehicles must pay the fee before he can open the barrier to pass.
Talking to reporters, Mr. Long confirmed the above toll collection and said that he spent money to level and open a 90m long road through his field for vehicles to enter and exit Truong Son Dong road, so he had to collect a toll to "recover capital".
According to the leader of the People's Committee of M'Drắk district, the toll collection barrier of Mr. Sùng Seo Long's household is related to the compensation and support plan for land clearance for the Krông Pách Thượng reservoir and Trường Sơn Đông road.
Currently, the District People's Committee has propagated and mobilized Mr. Sung Seo Long not to block the road to collect money from people, to accept compensation and support, and to hand over the site to carry out 2 projects according to regulations.
