Vehicle owners urgently convert toll collection accounts to traffic accounts

On September 25, the Vietnam Road Administration informed about the conversion of toll collection accounts to traffic accounts connected to non-cash payment means according to the provisions of Decree No. 119/2024/ND-CP dated September 30, 2024 of the Government.

After the Government issued Decree No. 119/2024/ND-CP dated September 30, 2024 on electronic payment for road traffic, the Ministry of Construction assigned the Vietnam Road Administration (VRA) to quickly deploy solutions to promote the conversion of toll collection accounts to traffic accounts connected with non-cash payment means.

According to statistics from the Vietnam Road Administration, the country currently has more than 3/5.8 million traffic accounts connected to non-cash payment methods. However, there are still about 2.8 million accounts that have not been converted, of which about 900,000 accounts still generate transactions through toll stations, but have not linked the source of money.

Converting toll collection accounts to cashless payment connection accounts facilitates vehicle owners.

From October 1, 2025, car owners must identify and link a valid payment method to be allowed to top up to use the non-stop toll lane. The main reason is that some vehicle owners are not really interested, do not have the need to travel through the station or have difficulty linking with bank accounts.

To resolve the problem, the Vietnam Road Administration has directed investors and BOT project enterprises to coordinate with VETC and Epass service providers, and arrange staff to be on duty 24/7 at toll stations. This force is responsible for guiding and supporting vehicle owners in connecting their traffic accounts, and coordinating with relevant units to promptly resolve technical or procedural difficulties.

In addition, communication work is being promoted to raise people's awareness of the benefits of electronic payments, facilitating traffic and reducing congestion at toll stations.

The Vietnam Road Administration said that the initial phase of implementing non-stop electronic toll collection also encountered many difficulties in card pasting, money loading, or service operations. However, thanks to the drastic participation of the authorities and the consensus of the people, this system has now proven to be clearly effective, reducing congestion and saving social costs.

Vehicle owners do not need to install a new application, just operate on the applications in use: VETC service: Follow the instructions at vetc.com.vn or contact 1900 6010 and Epass service: follow the instructions at giaothongso.com.vn or contact 19009080.

The Vietnam Road Administration recommends that relevant agencies and road payment service providers continue to widely disseminate information; at the same time, encourage vehicle owners to soon convert toll collection accounts to traffic accounts. This not only complies with the provisions of Decree 119/2024/ND-CP, but also contributes to modernizing traffic infrastructure, saving time and costs for society.

There are still 2.8 million cars that have not converted their traffic accounts.

Vietnam Road Administration said that immediately after Decree No. 119/2024/ND-CP dated September 30, 2024 of the Government regulating electronic payment for road traffic was issued, the Ministry of Construction and Vietnam Road Administration issued documents to ministries, localities, road use fee service providers, BOT investors/DNDAs and relevant agencies and units for implementation.

The focus is on disseminating and instructing vehicle owners on the route and method of conversion, while closely coordinating with service providers to ensure the connection of transport accounts with non-cash payment methods takes place smoothly.

To date, there have been approximately more than 3 million out of a total of 5.8 million transport accounts connected to non-cash payment methods. Approximately 2.8 million transport accounts have not yet been connected to non-cash payment methods.

In September 2025, the Department of Roads coordinated with service providers to review transaction data, showing that there were about 900,000 traffic accounts that had transactions but had not yet connected to non-cash payment methods.

The Vietnam Road Administration, road payment service providers and relevant agencies are continuing to strengthen communication work to accelerate the connection of traffic accounts with non-cash payment methods of vehicle owners according to the provisions of the decree.

This agency said that it has issued a document directing BOT project investors/enterprises to coordinate with road payment service providers to arrange staff on duty at the station 24/7 to support and guide vehicle owners in connecting their traffic accounts with non-cash payment means; continue to coordinate with relevant agencies and units to remove difficulties and obstacles to facilitate vehicle owners in connecting their traffic accounts with non-cash payment means.

The Department of Roads shared that through the experience of successfully implementing the non-stop electronic toll collection system in the past, the initial implementation phase also encountered many difficulties and problems such as card pasting, money loading, service usage... However, the non-stop electronic toll collection system has brought about socio-economic efficiency, creating convenience for vehicle owners, and reducing traffic congestion at toll stations.
