Chairman of Ho Chi Minh City People's Committee Nguyen Van Duoc said that enterprises are resources and driving forces for development that need to be cherished, pleasing customers when they come and satisfying customers when they go.

On the afternoon of March 5, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc chaired a working session with Thu Duc City. Attending the meeting were leaders of departments and branches, Secretary of the Thu Duc City Party Committee Nguyen Huu Hiep and Chairman of the Thu Duc City People's Committee Hoang Tung.

Thu Duc City's location is very special.

This is the first locality where Mr. Duoc has worked since being elected as Chairman of the Ho Chi Minh City People's Committee. Mr. Duoc said: "Choosing the Department of Transport and Public Works and Thu Duc City to work first shows the importance of these agencies and units contributing to the development of Ho Chi Minh City."

Mr. Duoc assessed Thu Duc City as a special city because it is the first city within a city. Ho Chi Minh City once wanted to build Thu Duc into the Eastern city of Ho Chi Minh City.

In addition, Thu Duc City is like a miniature Ho Chi Minh City, all important national and city projects and advanced models such as railway station, metro, international financial center, High-tech Park, National University, Ring Road 3 and Ring Road 2 projects... are located in or pass through this locality.

"I was very surprised when the recent results of the administrative reform index (Par Index) of Thu Duc City were at a low level. This shows that Thu Duc City must pay more attention to administrative reform, public service attitude, and the role of a midwife for businesses and people," Mr. Duoc expressed.

The head of the Ho Chi Minh City government raised the question: "How should we treat and behave when so many businesses leave? What shortcomings and limitations need to be overcome?"

Mr. Duoc recognized that currently, Ho Chi Minh City in general and Thu Duc City in particular are carrying out many heavy tasks, especially the task of double-digit growth in the context of having to drastically streamline and reorganize the apparatus.

However, he hopes that the Party Committee and the government of Thu Duc City will inform, propagate and encourage the staff and civil servants to stay calm and feel secure in their work. Along with that, they must encourage the staff who have the aspiration to develop Thu Duc City to its full potential and make great contributions to the common development.

In which, change the mindset of "ask - give" mechanism to proactive mindset of supporting businesses and people.

"We have good planning and good space, but without businesses coming to invest, we cannot develop. Businesses are the resources and driving force for development. We must cherish them, please customers when they come, please customers when they go, and together change the investment environment," Mr. Duoc emphasized.

1-4-1 development strategy for Thu Duc City

Regarding the upcoming development orientation of Thu Duc City, Mr. Duoc presented the "1-4-1" strategy. In which, 1 is to develop an international financial center, which the City is currently planning and consulting with experts and investors to turn the project into reality.

4 includes multi-purpose high-tech centers (integrating AI centers, big data centers, semiconductor chips); high-tech industrial parks; high-quality healthcare and high-quality education . Finally, 1 is infrastructure strategy (first of all, transportation infrastructure and digital infrastructure).

According to Mr. Duoc: "The issue of land clearance is very important. Even if the project is attractive, the investor is good but if the land clearance is not done well, it will not be successful. I suggest that Thu Duc focus best on land clearance," Mr. Duoc said and suggested that the way of doing things needs to be dynamic, proactive, and flexible.

In addition, the Chairman of the City People's Committee also requested Thu Duc to soon focus on preparing plans for auctions and bidding for land funds and projects to create resources for infrastructure development, helping the city achieve double-digit growth.

Chairman Nguyen Van Duoc: Thu Duc City needs to create a multi-purpose housing fund

Regarding Thu Duc's proposal, Mr. Duoc said that Thu Duc needs to study the orientation and direction of General Secretary To Lam to create a multi-purpose housing fund.

This housing fund can be created by the State itself, or contributed by investors, or through old apartment renovation projects to create a housing fund.

According to Mr. Duoc, currently, to carry out social housing projects, there will be constraints on procedures and conditions. In that difficulty, he suggested studying other ways, including creating low-income housing, affordable housing to sell to people, officials and civil servants.
