On the morning of September 5, 2025, at the Provincial Center for Industrial Zone Management (Cam Duong Ward), Chairman of the Provincial People's Committee Tran Huy Tuan had a working session with the working delegation of Trang Nghiem Research Institute Co., Ltd. (China) on the Company's proposed investment plan in Lao Cai and discussed the contents of the Memorandum of Understanding.

The delegation was led by Ms. Ly Gia Hanh - General Director of the Board of Directors of Trang Nghiem Research Institute Company Limited; and members of the delegation.

Attending the reception were leaders of departments and branches: Provincial People's Committee Office, Foreign Affairs, Construction, Finance, Industry and Trade, Provincial Economic Zone Management Board.

At the meeting, Ms. Ly Gia Hanh - General Director of the Board of Directors of Trang Nghiem Research Institute LLC expressed her joy and thanked the provincial leaders for taking the time to welcome and work with the delegation. She also discussed the work items related to the Memorandum of Understanding between Trang Nghiem Research Institute LLC and Lao Cai Provincial People's Committee. The signing of the memorandum is an important premise for cooperation between the two sides. After the previous meeting with the Chairman of the Provincial People's Committee, she hoped to have project information for cooperation and investment in project construction in Lao Cai, and to have a contact point for the province's projects so that the Company can be ready to invest.

She also shared about the direction and form of cooperation to bring high efficiency, good quality, and ensure the sustainability of the project after completion. She hopes to participate in the province's projects, and develop Lao Cai province further.

Talking with the working delegation of Trang Nghiem Research Institute Co., Ltd., Chairman of the Provincial People's Committee Tran Huy Tuan highly appreciated the potential and experience of Trang Nghiem Research Institute Co., Ltd., China; highly appreciated the interest and cooperation proposals of the Company for the development of infrastructure in Lao Cai province. The projects proposed by the Company for cooperation are all within the planning and orientation for the development of key infrastructure of the province in the coming time.

Regarding the draft Memorandum of Understanding on the implementation of infrastructure construction investment projects in Lao Cai province between Lao Cai Provincial People's Committee and Trang Nghiem Research Institute Company Limited (China). The Provincial People's Committee assigned the Department of Finance to preside over, together with the Department of Foreign Affairs, departments, branches and localities of Lao Cai province to coordinate with the Company's Representative to complete the draft Memorandum to ensure compliance with the authority and regulations of current laws.

Regarding the investment portfolio in the province, the Department of Construction will be the focal point to provide information on the province's investment projects. Through meetings and regulations, the work to be done in the future will be decided. Regarding the planning when the two localities merge, this year the province will deploy the goals, targets, and development orientations in the coming time.
