
Successfully organized district and commune level congresses
The Vietnam Fatherland Front Committee of Quang Nam province has just successfully organized the 13th Conference (10th term) with many contents, including reporting the results of organizing the Congresses of the Front at commune and district levels; presenting the contents of the 11th Provincial Congress of the Vietnam Fatherland Front (term 2024 - 2029).
According to the report of the Standing Committee of the Vietnam Fatherland Front Committee of Quang Nam province, the Congress of the Fatherland Front at district and commune levels of Quang Nam province for the 2024 - 2029 term, with the focused leadership and direction of Party committees at all levels; the coordination and facilitation of the government; the careful and close preparation of the content of documents and personnel plans of the congress, should take place smoothly and successfully.
According to the report, the Fatherland Front at all levels launched a competition to organize activities and accept 392 works and tasks to welcome the Congress of the Vietnam Fatherland Front at all levels for the 2024-2029 term with a total cost of more than 84 billion VND.
In which, the provincial level carried out the project of planting trees to implement the model of "Green Garden - Beautiful House - Beautiful Alley" in Linh Cang village (Binh Phu commune, Thang Binh) and the project of eliminating temporary and dilapidated houses in the province; the district level carried out 50 tasks and projects; the commune level carried out 340 tasks and projects.
By April 30, the whole province had 239/241 communes, wards and towns that had completed organizing commune-level congresses; Tam Xuan 1 and Tam Hiep communes (Nui Thanh) postponed the congresses to May 14, so that key officials could meet the retirement requirements according to regulations.
Through assessment, the personnel of the Vietnam Fatherland Front Committee at the commune level for the 2024 - 2029 term ensures a reasonable number and composition, with a total of 7,889 members of the Vietnam Fatherland Front Committee at the commune level; the Standing Committee of the Vietnam Fatherland Front Committee at the commune level is fully structured with 3 positions.
At the district level, after successfully organizing the Vietnam Fatherland Front Congress in Dai Loc district on April 10-11, by June 28, all 18 district-level units completed the Front Congress ensuring progress according to regulations.
The number of members of the Vietnam Fatherland Front Committee at the district level ensures a reasonable composition; the rate of re-election does not exceed 60% of the number of members at the beginning of the 2019-2024 term. The Standing Committee of the Vietnam Fatherland Front Committee at the district level has 3-5 people, including a chairman, 1 vice chairman and standing members (from 2-3 people).
The Chairmen of the Fronts of 18 localities are all members of the standing committees of district-level Party Committees; of which 10 comrades concurrently hold the position of Head of the Mass Mobilization Committee of district-level Party Committees, including: Nong Son, Phuoc Son, Hiep Duc, Dai Loc, Phu Ninh, Nam Tra My, Bac Tra My, Nui Thanh, Dong Giang and Tien Phuoc.
Ready for the provincial congress
Reporting on the preparations for the 11th Congress of the Vietnam Fatherland Front of Quang Nam province (term 2024 - 2029), Mr. Nguyen Phi Hung - Standing Vice Chairman of the Provincial Vietnam Fatherland Front Committee said that after submitting to the 12th Conference of the Provincial Vietnam Fatherland Front Committee, term X (March 15, 2024), the Standing Committee of the Provincial Vietnam Fatherland Front Committee has received and completed the draft documents and personnel plans.
At the 13th Conference - the last conference of the 10th Provincial Vietnam Fatherland Front Committee held on July 9, after reviewing the drafts (3rd time) of the political report, review report, and personnel plan, the conference agreed to assign the Standing Committee of the Provincial Vietnam Fatherland Front Committee to complete it to present at the 11th Congress of Delegates of the Vietnam Fatherland Front of Quang Nam Province (term 2024 - 2029), scheduled to be held in mid-August 2024.
Notably, the 13th Conference agreed on the draft Personnel Project of the Provincial Vietnam Fatherland Front Committee, term XI (term 2024 - 2029), including 96 members, an increase of 1 member compared to the draft project submitted to the 12th Conference (adding 1 member organization, the Association for the Support of Disabled People, Orphans and Poor Patients). Thus, the personnel of the Provincial Vietnam Fatherland Front Committee, term XI, increased by 3 members compared to term X.
After the conference, the Standing Committee of the Provincial Vietnam Fatherland Front Committee continued to coordinate with relevant agencies, organizations, units and localities to carry out the procedures for reviewing and introducing personnel to ensure the quantity and composition according to the personnel plan. At the same time, prepare the content to report and ask for opinions from the Provincial Party Committee Standing Committee and the Standing Committee of the Central Committee of the Vietnam Fatherland Front.
According to the Standing Committee of the Provincial Vietnam Fatherland Front Committee, the work of preparing personnel for the Provincial Vietnam Fatherland Front Committee for the 2024 - 2029 term is built to ensure standards, conditions and implementation of introductions according to the procedures and regulations of the Party, the laws of the State and regulations of competent agencies on personnel management; with reasonable quantity and composition; focusing on practicality, typicality and representativeness.
Improve the quality of typical individuals representing classes, strata, ethnic groups and religions; ensure that the proportion of non-Party members participating in the Vietnam Fatherland Front Committee is "not lower" than the 2019-2024 term; the proportion of re-elected members is "not more than 60%" of the Committee members for the 2019-2024 term.
