Can money and votive paper be printed like Vietnamese money?

Article 3 of Decision 130/2003/QD-TTg stipulates the following prohibited acts:

- Making counterfeit money, transporting, storing, circulating, buying and selling counterfeit money.

- Destroying Vietnamese currency in any form.

- Photocopying Vietnamese currency for any purpose without prior written approval of the State Bank.

- Refuse to receive and circulate currency issued by the State Bank within the territory of Vietnam.

Thus, according to current regulations, Vietnamese law does not allow the copying of Vietnamese currency for any purpose without prior written approval from the State Bank. Without approval, the act of printing money or votive paper money that resembles Vietnamese currency is considered a violation of the law.

How much is the fine for printing money and votive papers that look like Vietnamese money?

Clause 4, Clause 5, Clause 6, Article 31 of Decree 88/2019/ND-CP stipulates administrative sanctions for violations of regulations on protection of Vietnamese currency as follows:

- A fine of between VND 40,000,000 and VND 50,000,000 shall be imposed for the act of copying, printing, using the layout, part or all of the images, details, and patterns of Vietnamese currency that are not in accordance with the law.

An organization that commits the same administrative violation shall be subject to a fine equal to twice the fine imposed on an individual. At the same time, the violating individual or organization shall have all evidence and means confiscated and destroyed, and the illegal profits gained from the violation shall be paid into the state budget.

Thus, the act of printing money and votive paper money that look like Vietnamese currency will be fined from 40 to 50 million VND and the illegal profits will have to be returned.
