At around 3:45 p.m. on September 8, while on patrol, the working group of the Si Ma Cai Commune Police, Lao Cai Province discovered a long oil slick on Km 255+250, National Highway 4D - an important traffic route in the area. The oil slick made the road surface slippery, posing a high risk of traffic accidents.

The oil spill occurred on a long slope, posing a potential traffic safety risk.

Immediately after discovery, Si Ma Cai Commune Police quickly spread sand evenly over the oil spill to absorb and reduce slipperiness, and placed warning signs at both ends of the road to ensure safety for people and vehicles participating in traffic.
