On August 16, in Hanoi , the Central Steering Committee on Anti-Corruption and Negativity (Steering Committee) held its 24th meeting to discuss and give opinions on the Steering Committee's performance in the first 6 months of 2023 and review the work of anti-corruption and negativity since the beginning of the 13th Party Congress term up to now; identify key tasks for the last months of the year and the coming time.

Strict prevention to "impossible" corruption and negativity

Many important policies, solutions and regulations on Party building, the political system and the prevention and fight against corruption and negativity have been directed to be summarized, reviewed, revised, supplemented, issued and resolutely implemented, creating clear effectiveness in the work of preventing and fighting against corruption and negativity.

In the first 6 months of 2023, the Politburo, the Secretariat, and the Steering Committee issued many important documents on Party building, the political system, and the prevention and fight against corruption and negativity. In particular, the publication and dissemination of the book "Resolutely and persistently fight against corruption and negativity, contributing to building our Party and State increasingly clean and strong" by the General Secretary and Head of the Steering Committee created a widespread political movement throughout the Party and the entire army, receiving special attention from cadres, party members, and people; promulgating regulations on controlling power, preventing and fighting corruption and negativity in personnel work, in inspection, supervision, audit, investigation, prosecution, trial, execution of judgments, etc.; regulations on promoting the role of the people in preventing and combating degradation, "self-evolution", "self-transformation" internally;... The National Assembly, the Government, ministries and branches focus on reviewing, supervising, developing, promulgating, and organizing the implementation of many important legal documents on socio-economic management and preventing and combating corruption and negativity, in order to remove difficulties and obstacles, create favorable conditions, an open and transparent environment, promote production and business; overcome loopholes and inadequacies that are easily exploited for corruption and negativity.

The Politburo, the Secretariat, and the Steering Committee have issued many important documents on Party building, the political system, and the prevention and fight against corruption and negativity. Since the beginning of the 13th National Congress, the Central Executive Committee, the Politburo, the Secretariat, and the Steering Committee have organized three national conferences on internal affairs, the prevention and fight against corruption and negativity; issued over 100 documents to strengthen the work of Party building, the political system, and the prevention and fight against corruption and negativity (twice as many as in the first half of the 12th National Party Congress). The National Assembly has passed 24 laws and ordinances and issued many important resolutions. The Government and the Prime Minister have issued 335 decrees and 86 decisions. Ministries and branches have issued nearly 1,800 circulars, contributing to improving the effectiveness and efficiency of State management in all fields, gradually perfecting strict prevention mechanisms to make corruption and negativity "impossible."

In the first 6 months of 2023, Party committees and Inspection Committees at all levels disciplined 218 Party members for corruption and 10 Party members for violating asset and income declaration. The Central Executive Committee, the Politburo, the Secretariat and the Central Inspection Committee disciplined 13 officials under the Central management. Through inspection and audit, recommendations were made to recover and handle nearly 165,000 billion VND in finances (an increase of more than 10 times compared to the same period in 2022); recommendations were made to handle the responsibilities of 784 collectives and 2,912 individuals. Through inspection, supervision, inspection, auditing and execution activities, more than 320 cases with signs of crime were transferred to the investigation agency for investigation and handling in accordance with the law.

Since the beginning of the 13th Congress term, 91 officials under the Central Government's management have been disciplined. The Inspection and Auditing sector has recommended the recovery and financial handling of more than 340,000 billion VND (more than double the first half of the 12th Congress term), more than 1,700 hectares of land; recommended handling the responsibilities of more than 6,600 groups and nearly 18,000 individuals. The authorities have transferred nearly 1,200 cases with signs of crime to the investigation agency for consideration and handling according to the provisions of law (nearly double the entire 12th Congress term).

The new point in this term is that, implementing the policy of the Central Committee, Party committees, Party organizations, and functional agencies have resolutely clarified the political responsibility of leaders, leaders, and managers for serious corruption and negativity in the areas assigned to them for management and responsibility. On that basis, officials are encouraged to resign, resign from their positions, and promptly dismiss and replace disciplined officials, those with limited capacity and diminished prestige. To date, the Central Committee has considered removing from their positions, retiring from work, and reassigning to other jobs 15 officials under the Central Committee's management. Localities have resigned, dismissed, retired, and reassigned to other jobs nearly 150 cases after being disciplined, including 4 officials under the Central Committee's management, and 65 officials under the management of the Standing Committee of the Provincial Party Committee and City Party Committee.

The work of recovering corrupt and negative assets; appraising and valuing assets; detecting, transferring, receiving, and handling information on corruption and negative crimes and previous weak points has been focused on, creating positive changes.

The work of preventing and combating corruption and negativity in anti-corruption and negativity agencies and at the local and grassroots levels has been directed to be strengthened, initially overcoming the situation of "hot above, cold below".

Information and propaganda work on preventing and combating corruption and negativity has seen many innovations. The role of elected bodies, the Vietnam Fatherland Front, the press and the people in preventing and combating corruption and negativity has been better promoted.

Concluding the meeting, General Secretary Nguyen Phu Trong stated that in the first 6 months of 2023 and since the beginning of the 13th Party Congress term, the activities of the Steering Committee have continued to be innovated in both content and method, becoming increasingly disciplined and methodical, gaining more and more experience, efficiency and increasing prestige. The work of preventing and combating corruption and negativity continues to be strongly, resolutely and synchronously led and directed, achieving many comprehensive results, with new breakthroughs at both the central and local levels; actively contributing to the work of Party building and rectification; promoting the country's socio-economic development; gaining increasing trust, consensus and support from cadres, party members and people, and being recognized and highly appreciated by international organizations.

The General Secretary emphasized, “From decades of practice, it is possible to build a theory on policies and guidelines for the fight against corruption and negativity for future generations.”

Regarding the direction and tasks for the last months of 2023 and the coming time, General Secretary Nguyen Phu Trong requested that the work of preventing and combating corruption and negativity must always be summarized and learned from experience, with the spirit of being more timely, drastic, and coordinated; determined, persistent, without leniency, and not subject to any pressure. The competent authorities in charge of preventing and combating corruption and negativity must develop strict, practical policies, institutions, and mechanisms with good coordination. The competent authorities must be more complete, have the courage, qualifications, steadfastness, and resilience, and coordinate to direct localities to do a good job of preventing and combating corruption and negativity, and develop policies and regulations to prevent it early and from afar. First of all, members of the Central Steering Committee for Preventing and Combating Corruption and Negativity must take the lead in preventing and combating corruption and negativity, and keep themselves clean.

General Secretary Nguyen Phu Trong pointed out that the functional agencies in charge of preventing and combating corruption and negativity should coordinate with relevant agencies to develop a number of necessary regulations to immediately overcome the situation of avoidance, favoritism, and shirking. The Central Steering Committee on preventing and combating corruption and negativity provides guidance in terms of policies, ideology, methods, and ways of doing things, but does not act on behalf of the agencies below.

In the last months of 2023 and the coming time, the Steering Committee requests Party committees, Party organizations, and functional agencies to focus on leading, directing, and effectively implementing tasks according to the 2023 Work Program of the Steering Committee and the Conclusions of the General Secretary and Head of the Steering Committee.

The Steering Committee requested Party committees, Party organizations, and functional agencies to continue to promote the development and synchronous completion of institutions to prevent and combat corruption and negativity. The focus is on soon completing institutions on controlling power, preventing and combating corruption and negativity in areas prone to corruption and negativity; protecting whistleblowers and providing information on corruption and negativity.

The Steering Committee requested to urgently address loopholes and inadequacies in mechanisms, policies and laws that have been pointed out through the review and specific issues that inspection, supervision, audit, investigation, prosecution, trial and enforcement agencies have recommended and proposed; complete amendments to the Land Law, the Law on Property Auction, the Law on Credit Institutions, the Law on Real Estate Business and other draft laws related to preventing and combating corruption and negativity; promptly promulgate the National Strategy on preventing and combating corruption until 2030.

The Steering Committee focuses on directing the strengthening of coordination, proactively handling difficulties in appraisal, valuation, and provision of documents; speeding up the progress of verification, investigation, prosecution, and trial of cases, handling serious and complicated corruption and negative cases of public concern. Strive from now until the end of 2023 to complete the investigation of 07 cases, issue indictments to prosecute 09 cases, try 11 cases at first instance, try 07 cases at appeal, complete the verification and resolve 11 cases monitored and directed by the Steering Committee. Especially focusing on speeding up the progress, completing the investigation, prosecution and trial of cases occurring at Viet A Company, FLC Group, Tan Hoang Minh, Van Thinh Phat, Quang Ninh Department of Health and AIC Company, phase II of the case occurring at the Da Nang - Quang Ngai Expressway Project;...

Party committees, party organizations, and functional agencies direct the strengthening of inspection, supervision, examination, and audit of areas prone to corruption and negativity such as: Management and use of public finance, public assets, and public investment; management, use, and exploitation of land, resources, and minerals; bidding, auction, and securities activities; equitization, divestment, and restructuring of state-owned enterprises; implementation of policies and strategies for economic recovery after the pandemic...; promptly complete inspection and supervision of topics according to the Steering Committee's Plan. Functional agencies focus on inspecting and thoroughly handling violations of party organizations and party members related to cases and incidents under the Steering Committee's monitoring and direction; continue to review and consider resignation, dismissal, and job assignment for cadres after being disciplined in accordance with the Politburo's policies; Focus on directing and correcting the manifestations of pushing, avoiding, working half-heartedly, and being afraid of making mistakes of a number of cadres and party members, especially leaders and managers at all levels.

Party committees, party organizations, and functional agencies carry out specialized inspections on the institutionalization of the Party's guidelines and policies on preventing and combating corruption and negativity into State laws; complete projects according to the Steering Committee's 2023 Work Program.

The Steering Committee continues to direct the promotion and improvement of the effectiveness of propaganda and education, persistently building a culture of integrity, no corruption and negativity among cadres, party members and people; further promoting the role of the Vietnam Fatherland Front, member organizations, the press and people in the fight against corruption and negativity.

The Steering Committee requested Party committees, Party organizations, and functional agencies to continue directing and improving the effectiveness of the provincial Steering Committee for Anti-Corruption and Negative Behavior; resolutely overcome the evil of "petty corruption", creating a stronger change in the work of preventing and combating corruption and negative behavior at the local and grassroots levels.

At this meeting, the Steering Committee agreed to end the direction of handling 10 cases, one case under the monitoring and direction of the Steering Committee because the settlement has been completed according to the provisions of law.
