Party building work - Half-term mark

Half of the term of implementing the Resolution of the 13th National Party Congress and the Resolution of the 17th Provincial Party Congress was in a fundamentally favorable context, but also faced many unprecedented difficulties and challenges. However, with high political determination and the spirit of "innovation, creativity, and determination", the Party Committee, government and people of all ethnic groups in the province have effectively implemented the targets and tasks with many important and comprehensive marks in all fields, especially in Party building work.

In order to successfully implement the Resolution of the 13th National Party Congress and the Resolution of the 17th Provincial Party Congress, the Provincial Party Committee and the Standing Committee of the Provincial Party Committee have set out 5 key tasks, solutions and 3 breakthroughs.

In particular, the province has identified the solution to improve the effectiveness of Party building work: Continue to resolutely and persistently carry out Party building and rectification work in the spirit of Resolution 4 of the Central Committee (term XI, XII) associated with promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle.

Focus on improving personnel work, identifying this as a breakthrough to promote the role, leadership capacity, governance, and fighting strength of grassroots Party organizations. Improve the effectiveness and efficiency of Party inspection, supervision, and discipline enforcement.

Innovate content and methods, gradually improve the quality and effectiveness of propaganda and mass mobilization work. Strengthen the fight against corruption and negativity; continue to comprehensively innovate the Party's leadership methods.

To build a strong Party in terms of ideology, politics and ethics, the Provincial Party Committee has directed Party committees and organizations at all levels to focus on improving the quality and effectiveness of ideological work, political education , ethics and lifestyle for cadres and Party members.

Regularly carry out political and ideological activities with the theme of building and rectifying the Party and the political system of the Communist Party of Vietnam in association with implementing Conclusion No. 01 of the Politburo; focusing on "studying", "following", "setting an example" and building advanced models and examples in studying and following Uncle Ho. Strengthen propaganda, orienting information and public opinion, protecting the Party's ideological foundation, fighting against erroneous and hostile viewpoints...

In order to create a breakthrough in personnel work, right from the beginning of the term, the Provincial Party Committee has directed Party committees and Party organizations at all levels to focus on implementing solutions to improve the effectiveness of this task. The Provincial Party Committee has assigned task targets to heads of departments, branches, sectors, and mass organizations of the province and Secretaries and Chairmen of People's Committees of districts and cities.

The results of implementing targets and tasks are used as criteria for classifying and evaluating the level of task completion of heads of agencies, units and localities every year. The work of planning, training, fostering, appointing and introducing candidates for election is also focused on by the province in accordance with the motto of democracy, objectivity, publicity and transparency.

The organization of the apparatus to be streamlined, effective and efficient has been focused on and directed decisively. In the period of 2016 - 2021, the whole province has cut 2,796 staffing targets, exceeding the initial target of 2,550 targets.

After 5 years of implementing Project No. 01 of the Provincial Party Committee, the whole province has reduced 4 public service units under the Provincial Party Committee and Provincial People's Committee; reduced 1 commune, 142 villages, residential groups, 456 leaders and managers compared to 2016.

The work of developing Party organizations and recruiting Party members has been well implemented, the number of Party members admitted each year always exceeds the target. From 2021 to now, the whole province has established 60 Party organizations in non-state enterprises, reaching 600% of the plan.

Notably, for the first time after two terms, the province has established 6 grassroots Party organizations in FDI enterprises. The whole province has admitted nearly 4,700 Party members, reaching 117.4% of the Congress Resolution target.

With the viewpoint of "No forbidden zones, no exceptions" in the work of inspection, supervision and Party discipline, since the beginning of the term, Party committees at all levels have inspected more than 1,500 Party organizations and 1,343 Party members; supervised 1,062 Party organizations and 1,096 Party members; and checked for signs of violations in 33 Party organizations and 53 Party members.

Through inspection and supervision, Party committees at all levels have disciplined 8 Party organizations and 481 Party members. The Party Inspection Committee at all levels in the Provincial Party Committee has conducted inspections when there were signs of violations in 209 lower-level Party organizations and 406 Party members; the Party Inspection Committee at all levels has disciplined 2 Party organizations and 133 Party members who violated...

Mass mobilization work has been innovated in both content and method of operation, attracting the active participation of the entire political system. Party committees and authorities at all levels promptly concretize and direct the effective implementation of the Central and provincial policies and guidelines on mass mobilization work, ethnic and religious work in accordance with practical conditions.

The construction and implementation of grassroots democracy regulations with the motto "People know, people discuss, people do, people inspect, people supervise, people benefit" is flexibly applied in the leadership, direction, management and operation of Party committees and authorities at all levels. The emulation movement "Skilled mass mobilization" is widely deployed in association with the program of building advanced new rural areas and model new rural areas.

To complete the remaining goals and tasks of the term, the Provincial Party Committee identified a number of key tasks: Continue to persistently and effectively carry out Party building work, build a strong political system in accordance with the spirit of the Resolution of the 13th National Party Congress, the Resolution of the 17th Provincial Party Congress and the Resolution of the Party Congresses at all levels for the 2020-2025 term.

Strengthening innovation, improving the quality and effectiveness of ideological work and political theory education for cadres, party members and people; effectively implementing breakthroughs in cadre work; focusing on improving the quality, effectiveness and efficiency of Party inspection, supervision and discipline work; strengthening innovation in the Party's leadership method in the work of preventing and combating corruption and negativity; promoting the effectiveness of mass mobilization work, activities of the Fatherland Front and socio-political organizations and the strength of the great national unity bloc to successfully implement the province's development goals.
