Speed up construction organization
The Cao Lanh – Lo Te route has been under construction since the end of April 2024. After 4 months of construction, the progress has only reached 2.22%. The reason is that the traffic is difficult when this route is in operation, with a very high volume of vehicles.
Meanwhile, to reach the construction sites, the contractor must go around and out of the existing intersections, the distance between the intersections is from 8 to 10km. In addition, because it is the rainy season and the Mekong Delta is in flood season, the water level is rising, affecting the progress.
Leaders of the Ministry of Transport have repeatedly come to the Cao Lanh - Lo Te construction site to directly direct and remove difficulties.
On August 17, Deputy Minister of Transport Nguyen Xuan Sang inspected the construction site and directed contractors to increase human resources and equipment, propose appropriate solutions and focus on construction to speed up progress.
Yesterday (October 15), Deputy Minister Nguyen Xuan Sang made another inspection trip to the Cao Lanh - Lo Te construction site and directed the My Thuan Project Management Board (investor) to actively coordinate with Dong Thap province to soon exploit the sand mine according to a special mechanism from the beginning of November, further speeding up the progress.
Following the Deputy Minister's instructions during the previous inspection, the contractor has increased manpower, equipment and construction sites. Up to now, the project progress has reached 7.29% of the contract value.
Thus, after only two months, since the first time the Ministry of Transport leaders inspected the construction site, the construction progress of the Cao Lanh - Lo Te route has increased by more than 5% compared to the previous four months.

Mr. Tran Quoc Huy, Project Commander, Thang Long Bridge 7 Joint Stock Company (construction contractor) said that the entire Cao Lanh - Lo Te route upgrade package has 29 bridges.
The contractor was assigned to construct 23 bridges, of which the longest bridge is Dat Set Bridge with 9 spans. Up to now, the construction progress of the package by Thang Long Bridge 7 Joint Stock Company has reached nearly 20%.
“Currently, at the construction site, the contractor has organized 8 construction teams (an increase of 6 construction teams) with 60 workers and many equipment and machines working from 6am to 10pm on the same day (an increase of 4 hours compared to normal working time) to carry out tasks related to pile driving and making bridge piers,” Mr. Huy added.
Determined to exceed the 6-month schedule
According to Mr. Huy, according to the plan, the Cao Lanh - Lo Te route will be completed and put into use on December 31, 2025. However, the contractor is determined to complete the assigned tasks 6 months earlier than the regulation.
Difficulties are gradually being resolved, the contractor is determined to exceed the construction schedule of the Cao Lanh - Lo Te route.
To achieve this goal, at the crucial stage, the contractor will increase the number of workers to the construction site by 40% and arrange more machinery and equipment for construction. At the same time, focus on building large bridges, that is, bridges with 5 spans or more, and construct them in a rolling manner.
“It is expected that next November, the contractor will start installing the girders of 6 large bridges. With the current construction organization, shortening the construction time by 6 months compared to the original plan is completely feasible,” said Mr. Huy.
Compared to other contractors, Nghe An Construction Corporation was assigned to upgrade the Cao Lanh - Lo Te route with more work. Specifically, the contractor will lay new asphalt on the main road of 11km long.
Regarding the service road, the company is in charge of construction from Km 26+00 – Km 40+500. On the right side of the main route, the contractor is constructing three sections, on the upper left side, the contractor is constructing two sections.
Contractors wait for sand to arrive at the site to speed up construction.
At this point, the contractor has completed the roadbed and is currently organizing workers to build culverts and embankments. It is expected that next November, when the weather conditions are favorable, the contractor will have workers lay asphalt on the main road surface.
“Raw materials for construction are currently in short supply. Therefore, taking advantage of the available resources, the contractor has already gathered rocks at the construction site. When sand is available, the contractor will increase manpower and equipment to the site to speed up construction,” said Mr. Hoang.
The My Thuan Project Management Board added that at the Cao Lanh - Lo Te route construction site, the contractor is implementing 18 construction teams, with 13 bridge construction teams and 5 road construction teams. With the current progress, the project is expected to finish in October 2025, 2 months earlier than the proposed plan.
The Cao Lanh - Lo Te route starts at An Binh intersection, An Binh commune, Cao Lanh district, Dong Thap province (Km 26+00 according to National Highway N2B) and ends at Lo Te - Rach Soi route, in Can Tho city (Km 54+844 according to National Highway N2B).
The investment scale includes asphalt concrete pavement of the main road and construction of a service road system along the route, arrangement of a fence system and completion of the traffic safety system in compliance with the National Technical Regulation on road signs QCVN 41:2019/BGTVT.
The project has a total length of 28.8km, with a total investment of about 950 billion VND, and will be implemented from the end of April 2024 and is expected to be completed and put into operation on December 31, 2025.
