The Cuban government said the results of the 28th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP28) in Dubai were "balanced but not enough".

On December 13, Cuban Foreign Minister Bruno Rodríguez stressed that a new international order would help ensure a just energy transition.
According to Mr. Rodríguez, one of the balanced but incomplete results of the Conference was the adoption of the first Global Review of the Paris Agreement, including urgent reductions in greenhouse gas emissions, to analyze what has been achieved and agree on the next steps to meet the agreement's goals.
The document stresses the need for an ecological transition, which would allow for a transition away from fossil fuels and a reduction in emissions to ensure that the Earth warms on average no more than 1.5 degrees by the end of the century compared to pre-industrial times.
The Cuban Foreign Minister highlighted the role of his country, currently holding the presidency of the Group of 77 and China, in contributing to maintaining the bloc's solidarity and decisive action at COP28 around the legitimate demands of the southern countries.
The Cuban delegation stressed at COP28 that implementing the Paris Agreement is a "unique" opportunity to align collective efforts to combat climate change.
