Former Chairman of the Hoa Binh Province Cooperative Union was prosecuted

The Investigation Police Agency of Hoa Binh Province Police has prosecuted the former Chairman and two Vice Chairmen of the Hoa Binh Province Cooperative Union for creating falsified records of payment of trainees' allowances.

On May 31, the Investigation Police Agency of Hoa Binh Province Police informed that the unit had issued a decision to prosecute the case and prosecute 3 defendants for the crime of "Abusing position and power while performing official duties", according to the provisions of Article 356 of the Penal Code.

Accordingly, the defendants include: Tran Van Thanh (born in 1967), former Chairman of the Hoa Binh Province Cooperative Union, currently Deputy Head of the Hoa Binh Province Industrial Parks Management Board; Trinh Ngoc Thuy (born in 1971) and Dinh Thi Ngoc Hoa (born in 1980), both Vice Chairmen of the Hoa Binh Province Cooperative Union.

Along with that, the investigation agency also conducted searches on the above suspects, thereby seizing many documents and equipment related to the case.

According to the records transferred by the Hoa Binh Provincial Inspectorate and the initial investigation results, in 2018 and 2019, during the organization of training courses for management staff at the Hoa Binh Provincial Cooperative Union, the defendants took advantage of their positions and powers to shorten the training time. However, the defendants still prepared records to settle the allowances for trainees as approved estimates, causing damage to the state budget and the legitimate rights and interests of individuals participating in the courses.

Specifically, in 2018-2019, the Hoa Binh Provincial Cooperative Union was assigned by the People's Committee of Hoa Binh province to budget for training and fostering cooperative management staff, with a total budget of 1.4 billion VND to organize 19 training courses (10 courses in 2018; 9 courses in 2019).

The approved budget for training and development is 5 days/class, but in reality, the Hoa Binh Province Cooperative Union only organizes 3 days/class; trainees also only receive 3 days of benefits, but the final settlement amount is 5 days. Determining that this agency has made a false settlement of about 543 million VND, showing signs of committing the crime of "Abusing position and power while performing official duties", the Hoa Binh Province Inspectorate has therefore decided to transfer the case file to the Investigation Police Agency of the Hoa Binh Province Police, recommending prosecution and investigation according to the provisions of law.
