Mr. Nguyen Van Quang, Secretary of the Da Nang City Party Committee, had a meeting with voters on July 2. Mr. Quang shared his thoughts on the special policies and mechanisms that the National Assembly had just passed.

Why does Da Nang need a new resolution?

Mr. Quang said that there was previously Resolution 119 on piloting urban government in Da Nang.

The summary of the 3 years of implementation has recorded many positive results but also many limitations. For example, there is no People's Council at the ward and district level. Therefore, the budget cannot be decided by the ward and district but must wait for the approval of the City People's Council.

"For example, if you want to repair a sewer damaged by flooding, you have to create a project and wait for the City People's Council to approve it. Meanwhile, these civil issues need to be addressed immediately," said Mr. Quang.

Talking about the urgent need for a new resolution, Mr. Quang said that the previous resolution gave Da Nang 4 special mechanisms but they have not been implemented for many reasons.

In addition, according to Mr. Quang, when summarizing 5 years of implementing Resolution 43, many targets set by the Politburo for Da Nang have not been achieved.

The reason is that the economic structure is inclined towards tourism and services (nearly 70%), while industry accounts for 27%.

Due to the impact of the COVID-19 epidemic on tourism services, Da Nang has difficulty growing and budget revenue has been affected.

"Da Nang's industry is mainly information technology and high technology, which does not contribute much to the budget.

"With tourism services, people directly benefit greatly, but tax collection is not much. The city must find new motivation," Mr. Quang explained.

Allowing to pilot 30 special policy mechanisms for 5 years

Mr. Quang said that the new resolution just passed by the National Assembly has two major contents, including allowing Da Nang to organize an urban government model and allowing the piloting of 30 special policy mechanisms within 5 years.

These are major and very important contents for the socio-economic development of Da Nang in the coming time.

For example, the policy of decentralization for the City People's Council to approve local planning adjustments, separating compensation, resettlement support and site clearance work from the project.

Mr. Quang acknowledged that this is a problem that many localities have been and are facing.

The city proposed to be allowed to carry out the resettlement project first and then carry out the project and not be attached to the project.

In addition, the city is allowed to borrow up to 80% of its revenue. This is a huge resource for the city to develop and invest.

"The National Assembly has considered this very carefully. We proposed 60% and the National Assembly delegates from the provinces and cities themselves proposed to lend Da Nang up to 80% of the outstanding debt," said Mr. Quang.
