The plan aims to improve and enhance the effectiveness of implementing Free Trade Agreements (FTAs) in the city. It identifies specific tasks and solutions to maintain high-performing indexes and component indexes; and at the same time, overcome and improve low-performing indexes.
The focus of the plan is to create substantial and sustainable changes in improving the quality of implementation of international commitments. Thereby, striving to improve the FTA Index ranking position, aiming to be in the group of 10 leading provinces and cities in the country.
The city will focus on promoting propaganda and disseminating information about FTAs to the local business community. It will focus on raising awareness, understanding and capacity to implement commitments of businesses, thereby helping businesses proactively participate and effectively exploit the opportunities brought by FTAs.
The plan emphasizes the organization of training courses, workshops, conferences and seminars, with content designed to suit each group of production and business fields.
Departments and branches proactively develop plans, propose solutions and closely coordinate with central ministries and branches to issue effective communication programs.
The content focuses on issues that businesses have limited access to, such as: taking advantage of commitments on rules of origin of goods; trade defense measures; regulations related to trade facilitation; commitments on animal and plant quarantine (SPS); compliance with standards related to sustainable development in labor, environment and social responsibility.
At the same time, continue to synchronously implement previous plans related to international economic integration. Especially the plan to implement the Resolution on improving the effectiveness of international economic integration, promoting rapid and sustainable growth in the period of 2023 - 2030; plans to implement the CPTPP, EVFTA, UKVFTA, RCEP.
