Phu Quy Special Zone collects budget revenue ahead of schedule

Phu Quy Special Zone (Lam Dong) budget revenue in the first 8 months of 2025 reached 45.7 billion VND, equal to 243.9% of the estimate assigned by the province and increased by nearly 58.5% over the same period in 2024.

Non-state revenue increases sharply, real estate is bustling

In 2025, Phu Quy special economic zone was assigned by the Provincial People's Committee a budget revenue estimate of VND 18.87 billion (excluding land use fees). In the first 8 months of 2025, the state budget revenue in the special economic zone exceeded the provincial estimate and increased compared to the same period last year.

According to the Tax Department of 7 Lam Dong provinces, it is estimated that by September 30, the total budget revenue of the special zone reached about 48 billion VND, equal to 255.7% of the estimate, up 52.7% over the same period. Particularly, the revenue from land use fees, the budget for 8 months reached more than 25.2 billion VND, exceeding 34.4% of the plan, up 31.4% over the same period. It is expected that by the end of the third quarter, the budget revenue in the area, if excluding land use fees, will reach 27.1 billion VND, exceeding 44.4% of the estimate, up 28.5% over the same period last year.

Of the 9 tax and fee revenues, 7 have exceeded the province's estimates and increased over the same period thanks to the growth of many revenue sources. Notably, personal income tax from real estate transfers. Land use fee revenue (this revenue is not assigned to the estimate) increased thanks to the high revenue from transferring residential land from the previous year and the increase in land use purpose conversion; non-state revenue and registration fees have achieved strong results.

Specifically, the non-state sector reached over VND11.3 billion in 8 months, estimated at over VND12.1 billion in 9 months, up 10.7% over the same period. Personal income tax recorded a sudden increase in 8 months reaching VND6.56 billion, estimated at VND7.1 billion in 9 months, 14 times higher than the estimate and increased by more than 105% over the same period, mainly due to the strong increase in personal income tax from real estate transfers.

Registration fees are estimated to reach VND2.5 billion in the first 9 months, exceeding the plan by 238.1%, up 141.8% over the same period thanks to the increase in land and car registration records. In addition, land and water surface rents reached VND767 million, up more than 113%; fees and charges are estimated to reach VND1.5 billion, up 72.2%. Notably, land use fees, estimated to be collected by the end of September, are more than VND20.9 billion, double the same period.

Increase revenue, create development resources

Mr. Nguyen Van Cang - Deputy Head of Tax Department of 7 Lam Dong provinces said: This result was achieved thanks to many synchronous solutions from the beginning of the year.
The unit has promptly disseminated, guided and supported businesses and business households to implement the Government's support policies such as: 2% reduction in value added tax, 30% reduction in land rent, extension of tax payment in 2025... to help taxpayers overcome temporary difficulties, stimulate consumption and restore production and business. The tax sector also promotes the application of digital technology such as: Etax Mobile, digital map of business households, electronic invoices from cash registers... to help manage taxes more closely and transparently.

In addition, tax settlement inspections, especially at petrol and oil facilities, were carried out as planned; business registration and tax registration procedures for business households were carried out in a seamless and quick manner. The special zone's Public Administration Service Center also arranged permanent staff to promptly receive and process tax procedures for people and businesses.

According to Tax Base 7, in the last months of the year, the tax authority will continue to closely follow the direction of Lam Dong Provincial Tax and the People's Committee of the special zone, closely monitor revenue developments to analyze and forecast realistically. Review all existing revenue sources in the area, classify revenue sources, and foster revenue sources.

In addition, the tax authority will review and strictly manage revenue sources, urge the collection of outstanding debts, and limit the occurrence of new debts. Strengthen tax inspection, tax declaration and accounting, propaganda, and guidance on new tax policies... With this growth momentum, the budget revenue of Phu Quy special economic zone in 2025 is expected to continue to exceed estimates, creating important resources for investment in infrastructure development and local social security.

The tax sector regularly advises local authorities, promptly removes difficulties, creates conditions for businesses and business households to operate effectively, both ensuring budget revenue and contributing to promoting production and business in the area.
