National Assembly Delegate: If officials work 2-3 times harder but have the same salary and allowances, it will be difficult to retain good people.

National Assembly delegates proposed having appropriate salary, allowance and support policies, especially for officials and civil servants at commune, ward and special zone levels.

On the morning of October 21, delegates attending the 10th session of the 15th National Assembly discussed in groups the socio-economic situation; budget implementation and reports of the Government, the Supreme People's Court, and the Supreme People's Procuracy on the implementation of the Constitution, laws, resolutions of the National Assembly, ordinances, and resolutions of the National Assembly Standing Committee in 2025.

Provincial level has surplus, grassroots level seriously lacks professional staff

At the Ho Chi Minh City delegation (including 46 delegates from 3 former localities including Ho Chi Minh City, Binh Duong , and Ba Ria - Vung Tau), one of the issues that delegates were interested in and gave their opinions on was the organization of the apparatus after the province merger and the organization of the 2-level local government model.

Delegate Nguyen Thi Yen (HCMC) pointed out the current situation after the arrangement and organization of the apparatus according to the 2-level local government model, at the provincial level there is a surplus of cadres and civil servants, while at the grassroots level there is a serious shortage of professional staff.

Ms. Yen cited an example in Ho Chi Minh City, where the number of department-level officials is equivalent to that of a large province, but at the commune level there is a lack of specialized human resources. There are departments with only a few people but they have to manage many areas - economic, cultural, social...

"The reason is that the arrangement of new staff is only mechanical, not based on job positions, making management confusing," said Ms. Yen.

From there, the female delegate recommended that the Government, ministries and branches study the mechanism for transferring and increasing staff from the provincial level to the grassroots level, along with reviewing and rearranging equivalent positions to ensure reasonableness and no "blockage" in titles.

Delegate Ha Phuoc Thang (HCMC) proposed to supplement and reasonably arrange the staff at communes, wards and special zones.

According to Mr. Thang, currently there are places with surplus staff, while others lack staff, especially in communes, wards, and special zones. The number of staff serving the people in public administration centers, economic departments, and cultural and social departments is still not appropriate. Areas with large populations and areas have staffing levels equivalent to those of smaller areas.

Therefore, delegates suggested that the Government and the Ministry of Home Affairs soon have instructions and regulations clearly defining the area and population size of each administrative unit and how many officials will be allocated.

"A suitable arrangement to ensure administrative services, support businesses and effective local management. Then, digital transformation and reducing pressure on officials will be better implemented, improving work quality and people's satisfaction," said Mr. Thang.

Need to complete job position project

The Ho Chi Minh City delegation also proposed the need to complete the project on job positions and income policies for officials and civil servants.

According to Mr. Thang, the apparatus has been streamlined but one officer has to do two or three jobs instead of many people before. However, the functions, tasks, standards, skills and qualifications for each position have not been specifically regulated.

In a recent conference, Mr. Thang said that Vice President of the National Assembly Nguyen Thi Thanh emphasized the need to soon issue a job position project. This is to standardize the staff, each person clearly knows their position, tasks, and workload.

Along with that, there is a plan to train and improve capacity, and at the same time build a suitable income and treatment regime, ensuring that staff can work with peace of mind and not have to worry about their livelihood.

"If officials have to work 2-3 times harder but the regime remains the same, it will be difficult to retain good people and attract new human resources. Therefore, it is recommended to have a suitable salary, allowance and support policy, especially for civil servants at commune, ward and special zone levels," Mr. Thang proposed.
