National Assembly delegates of Quang Nam province proposed creating favorable conditions to support unemployed workers.

Speaking at the discussion, delegate Dang Thi Bao Trinh said that the regulation at point b, clause 1, Article 64: "Employees who are dismissed according to the law on labor or are disciplined and forced to quit according to the law on civil servants are not entitled to unemployment benefits" does not ensure the rights of employees; at the same time, it is proposed to study and develop this regulation in a principled manner, in the direction of allowing them to receive unemployment benefits when there is sufficient evidence of being refused a job because they were dismissed or forced to quit their job at the previous enterprise or unit (it is very difficult for laid-off employees to find a new job, because new employers consider "dismissal" as a bad record to refuse to hire employees).

According to delegate Dang Thi Bao Trinh, Clause 1, Article 65 stipulates that the monthly unemployment benefit is 60% of the average monthly salary for unemployment insurance contributions, which is still low and does not ensure the minimum living standard of workers. It is proposed to raise it to 75% (equal to the maximum pension). This is also the desire of many workers, in order to create conditions to support workers to have a minimum living standard when they lose their jobs, become unemployed, and limit the withdrawal of social insurance from workers at one time.

According to the program, the Law on Employment (amended) will be discussed by the National Assembly at this 8th Session and is expected to be passed at the 9th Session of the 15th National Assembly.

* Also in the morning of the same day, the National Assembly voted to pass the Law on People's Air Defense, the Law on Trade Unions (amended), and the Resolution on investment policy for the National Target Program on Cultural Development for the 2025-2035 period.
