The Ministry of Public Security will apply a 'paperless meeting room' at the 8th Congress of the Central Party Committee of the Public Security, term 2025 - 2030. Delegates will use documents available on tablets.

On the afternoon of September 30, the Ministry of Public Security held a press conference to inform about the 8th Congress of the Central Party Committee of the Public Security, term 2025 - 2030 with the theme "Following Uncle Ho's teachings - Renewing thinking - Improving knowledge - Formal, modern - For the Party, for the people".

At the press conference, Major General Nguyen Quoc Toan, Spokesperson and Chief of Office of the Ministry of Public Security, said that this congress takes place at a time of special importance, as the country stands on the threshold of a new era of development.

According to Major General Nguyen Quoc Toan, the congress will take place over 3 days, from the afternoon of October 3 to 5, at the headquarters of the Ministry of Public Security, 96 Nguyen Du (Cua Nam Ward, Hanoi ). Of which, the preparatory session will be on the afternoon of October 3, the official session will be on the remaining 2 days and the closing session will be on the afternoon of October 5.

With 350 delegates convened, the congress has the task of reviewing the implementation of the Resolution of the 7th Congress of the Central Party Committee of the Public Security, term 2020 - 2025; deciding on the direction, goals and tasks of the Party Committee for the term 2025 - 2030; reviewing the leadership and direction of the Central Party Committee of the Public Security for the term 2020 - 2025; discussing and contributing opinions to the draft documents of the 14th National Party Congress and electing the delegation of the Central Party Committee of the Public Security to attend the 14th National Party Congress.

New points of the congress

Talking about the outstanding results in building the contingent of police officers and party members in the past term, Major General Pham Quang Tuyen, Deputy Director of the Department of Organization and Personnel (X01) of the Ministry of Public Security, said that in the 2020 - 2025 term, the Ministry of Public Security issued many policies, projects and strategies on building the contingent of officers and party members in the people's police.

In particular, the two projects "strategy on building a team of police officers at all levels, especially unit leaders, leaders, commanders at the department level and equivalent or higher, with sufficient qualities, capacity and prestige, equal to the task" and the project "planning the training of people's police officers until 2030"...

In addition, the Ministry of Public Security has also basically completed the structure and rearranged the staff in the direction of "elite ministries, comprehensive provinces, strong communes, close to the grassroots", increased the staffing for direct combat forces, grassroots units and built a commune-level police force capable of managing the area.

Regarding the new points in the work of drafting documents for the congress and the organization work, Deputy Director X01 said that this congress takes place at a time of special importance, so the requirements placed on the police work are also very new and higher.

In the organization work, the Ministry of Public Security has increased the application of information technology and digital transformation in implementation, including facial recognition and biometric identification of delegates, reporters, and service staff right from the outside and before entering the congress.

The congress also uses a "paperless meeting room" solution. All information and documents for the congress will be integrated on tablets for delegates to use during the congress.

Another new feature is that the congress will use the method of presenting documentary films and clips combined with slides to illustrate reports and discussions to replace the traditional reporting method. In addition, the congress will conduct vote counting by computer.

Regarding the new points in the document drafting work, Major General Tuyen said that this congress will strongly innovate the thinking, approach and way of presenting documents in a concise, easy-to-understand direction, reducing academic nature, ensuring action and combat, and reducing qualitative and increasing quantitative.

In particular, Major General Pham Quang Tuyen said that the Ministry of Public Security has built a system of indicators that demonstrate high combativeness, proposing many indicators that are higher than those assigned by the National Assembly and the Government.
