The 1st National Assembly Party Congress, term 2025 - 2030: Promoting the spirit of great national unity, respecting and helping each other to develop together

Presenting a speech at the National Assembly Party Congress on the morning of September 25, Secretary of the Party Committee of the Nationalities Council, Chairman of the Nationalities Council Lam Van Man emphasized that promoting the spirit of great national unity, ensuring equality among ethnic groups, respecting and helping each other to develop together is one of the key factors contributing to the successful implementation of the goal of Vietnam becoming a developed, high-income country with a socialist orientation by 2045.

Great national unity is a precious tradition and an important, consistent strategic line of the Party.

Secretary of the Party Committee of the Ethnic Council Lam Van Man stated that great national unity is a precious tradition, an important and consistent strategic line of the Party; a great source of strength, a decisive factor in the victory of the cause of building and defending the Fatherland. The 2013 Constitution affirms that "All ethnic groups are equal, united, respect and help each other to develop together; all acts of ethnic discrimination and division are strictly prohibited" and "The State implements a policy of comprehensive development and creates conditions for ethnic minorities to promote their internal strength and develop together with the country". The Party has issued many resolutions, directives and conclusions on ethnic work, promoting the will and strength of great national unity.

The Secretary of the Party Committee of the Ethnic Council said that in recent times, the Party Delegation of the National Assembly and the Party Committee of the National Assembly have led and directed the National Assembly and its agencies to make efforts, proactively, closely and qualitatively coordinate with the Party Committee of the Government , the Party Committees at the Central level and relevant Party Committees in the spirit of proactiveness, early and remote preparation, timely and fully institutionalizing the Party's guidelines and policies, continuing to perfect the basic legal system in a synchronous, unified, quality and feasible manner, meeting the increasingly high requirements in national development in the new era. In particular, the National Assembly plays a central role in building the great national unity bloc, ensuring equality among ethnic groups for mutual development through its legislative function and institutionalization into legal documents.

Pursuant to the provisions of Clause 5, Article 70 of the 2013 Constitution “The National Assembly decides on the State's ethnic policies”, the 14th National Assembly passed Resolution No. 88 approving the Master Plan for socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period and Resolution No. 120 approving the Investment Policy for the National Target Program for socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period. The National Assembly's promulgation of the above two Resolutions is a decision of historical significance in the ethnic field, a breakthrough in institutionalizing the Constitution's provisions on ethnic affairs.

Along with that, the legal system related to the field of ethnicity, ethnic minorities and the building of national unity has been amended, supplemented and newly issued, creating an important legal basis for the organization and implementation. The law on ethnicity, culture, social policy, health, and basic education has created an important legal corridor for national development, ensuring social security, improving the material and spiritual life, health and social welfare of the people in general and ethnic minorities in particular.

The law on gathering and promoting the strength of national solidarity and the people's mastery is increasingly perfected, through which the National Assembly indirectly consolidates national solidarity by creating a mechanism for social components, including ethnicities and religions, to participate in the political system and protect their legitimate rights and interests. The coordination between the National Assembly and the Fatherland Front creates a dual mechanism for listening to and representing the aspirations of the people.

Laws on science and technology are gradually being improved, removing bottlenecks and barriers, freeing up resources, creating premises for breakthroughs, developing science, technology, innovation, and national digital transformation.

Continue to strengthen and promote the will and strength of the great solidarity bloc of ethnic minorities.

The Secretary of the Party Committee of the Council of Ethnic Minorities emphasized that in the context of deep international integration and new challenges, consolidating and promoting the will and strength of the great national unity bloc, helping each other to develop together, especially the great unity of ethnic minorities, is extremely important.

To contribute to the synchronous completion of policies and laws on building the great national unity bloc, ensuring equality among ethnic groups for mutual development in the new period, the Secretary of the Party Committee of the Council of Nationalities recommends that the Party Committee of the National Assembly continue to lead and direct the implementation of:

Firstly, perfecting the legal system to ensure equality, solidarity, mutual assistance, promotion of internal strength, and mutual development among ethnic groups; focusing on the specific characteristics of each ethnic minority region in planning and implementing ethnic policies with the motto "Ethnic issues and ethnic solidarity are fundamental, long-term strategic issues"; having mechanisms to promote the positivity, self-reliance, and self-reliance of ethnic minorities in socio-economic development, rising out of poverty and sustainably reducing poverty; caring for material and spiritual life, improving people's knowledge, preserving the language, writing, cultural identity and fine traditions of ethnic groups; focusing on building a contingent of cadres who are ethnic minorities and prestigious people in the region.

Second , there is a policy of prioritizing investment in ethnic minority and mountainous areas to implement the newly issued Resolutions of the Politburo; identifying this as an important basis and premise for ethnic minority and mountainous areas to overcome all difficulties and challenges, turn potential into practical strength, and develop to join the country in entering a new era of national development.

Third , continue to maintain and effectively implement the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas. The design of the Program's content should focus on investing in infrastructure construction projects associated with climate change adaptation and natural disaster prevention for ethnic minority and mountainous areas; develop practical social security policies, ensure equal access to education, health care, culture - society, and the country's resources; create more jobs and livelihoods for people to escape poverty and become rich sustainably in the spirit of not leaving anyone behind in the country's development process. Ensure equality and improve the material and spiritual life of people in ethnic minority and mountainous areas, in the spirit of each year being higher than the previous year, each period being higher than the previous period.

Fourth , perfect the legal system on promoting the role of the entire political system in building the great national unity bloc, promoting the core political role and responsibility of the Fatherland Front and socio-political organizations in building the great national unity bloc, gathering and mobilizing people to promote patriotic emulation movements, and promoting the movement of national solidarity to build modern and civilized farmers.
