The 7th Congress of Delegates of the Thanh Hoa Union of Science and Technology Associations for the 2024-2029 term: "Solidarity - Creativity - Innovation"

On the morning of March 26, the Thanh Hoa Union of Science and Technology Associations officially held the 7th Congress of Delegates, term 2024-2029.

Unite and promote the intelligence of intellectuals in the province

With the motto "Solidarity - Creativity - Innovation - Development", the 7th Congress of Thanh Hoa Union of Science and Technology Associations was held to evaluate the results of the Association in gathering, uniting and mobilizing science and technology (S&T) intellectuals to implement the Party's guidelines and policies, the State's policies and laws and to achieve the goals set out in the Resolution of the 6th Congress. Accordingly, in the 2018-2023 term, the Association has proactively deployed tasks and achieved positive results in all aspects of work, namely:

The work of gathering, uniting, and promoting the intelligence of the intellectuals in the province has been innovated; political and ideological work for the scientific and technological intellectuals has received special attention from the Association. The content and methods of operation of the Association are more diverse and richer; actively advising and proposing to the Provincial Party Committee and the Provincial People's Committee mechanisms and policies to encourage intellectuals and scientists with a lot of experience and contributions to the development of science and technology in the province and the association's work.

Comrade Nguyen Quoc Uy, Vice President of Thanh Hoa Union of Science and Technology Associations, presented a report summarizing the activities of Thanh Hoa Union of Science and Technology Associations, term VI, 2018-2023; goals and tasks of term VII, 2024-2029.

The activities to honor outstanding intellectuals in science and technology have been implemented at the provincial and union levels and initially spread to member associations; advising on organizing conferences to meet, consult and dialogue between provincial leaders and intellectuals, contributing to creating a favorable environment for intellectuals to express their views and contribute ideas and propose issues of intellectual concern, serving the socio-economic development of the province.

Many cooperation programs between the Association and departments, branches, organizations at provincial, district, town levels, universities, scientific research and technology development centers in the province, associations, and affiliated units have been signed, creating favorable conditions for the Association to expand the development of political and social activities; effectively implement professional tasks according to the activities of transferring scientific and technical advances, consulting, criticism and social appraisal, information and dissemination of knowledge, promoting technical innovation movements and international cooperation.

During the term, the Union advised the Provincial People's Committee to organize the first provincial-level honoring and awarding of the Outstanding Science and Technology Intellectuals symbol to 10 intellectuals working in the fields of science and technology in the province. The Union organized the honoring and awarding of the Outstanding Science and Technology Intellectuals symbol 4 times to 66 intellectuals in the Union system. Some member associations also organized honoring of intellectuals on the occasion of the establishment of associations and sectors at the Central level or on the occasion of the organization of term congresses and year-end summaries. The Union introduced and nominated 3 individuals to be awarded the title of Outstanding Science and Technology Intellectuals nationwide by the Presidium of the Central Council of the Vietnam Union of Science and Technology Associations; 2 individuals were honored as scientists of Vietnamese farmers in 2020 and 2021; Coordinate with the Vietnam Fatherland Front Committee of Thanh Hoa province, the Department of Science and Technology, the Provincial Labor Federation and relevant units to select and introduce 10 works to be included in the Vietnam Golden Book of Creativity in 2020, 2023...

Development is not commensurate with the large number of intellectuals in the province.

At the congress, the opinions analyzed and clarified the achieved results, and at the same time pointed out the limitations in gathering the rate of intellectuals in the organizations of the Association which is still low, not commensurate with the large number of intellectuals in the province. Not many young intellectuals, intellectuals in enterprises and Thanh Hoa intellectuals in other provinces have been gathered. The cohesion and core role in promoting creativity and improving the quality and efficiency of the activities of the scientific and technological intellectuals have not been demonstrated. The scientific and technological activities of the Association and its member associations have not been commensurate with the potential and strengths of the intellectuals in the province. They have not been able to advise and propose tasks for the province to assign to solve important issues in the development of science and technology, education and training, environmental protection, and policies for intellectuals in the province. The number of scientific and technological topics and projects is still low; the results of research, application and transfer of scientific and technological advances are not many; The quality of criticism of some member associations is still low, so it is difficult to gather and attract a large number of intellectuals to participate, and the core role in organizing movements to apply and transfer scientific and technological advances has not been fully promoted.

The comments also focused on analyzing the contributions to the achievements of the Association such as: The contributions of Thanh Hoa Informatics Association to digital transformation, improving knowledge of information technology for all classes of people in the province, period 2018-2023; Some lessons learned and contributions of the Historical Science Association to the activities of Thanh Hoa Union of Science and Technology Associations in the period 2018-2023; Outstanding results of activities contributing to the successful implementation of the Resolution of the 6th Congress, term 2018-2023 of the Association. With the spirit of democratic centralism, the 7th Congress of the Thanh Hoa Union of Science and Technology Associations basically agreed on the common goal: Striving to build the Union of Associations as a strong socio-political organization, together with member associations and affiliated units playing a core role in gathering, uniting and promoting the creativity of the scientific and technological intellectuals of Thanh Hoa province; representing the will and aspirations of the scientific and technological intellectuals, protecting the legitimate rights and interests of member associations and members operating in the associations; being an important factor contributing to making science and technology truly a breakthrough in socio-economic development, actively contributing to building Thanh Hoa province by 2030 to become a modern industrial province, a rich and civilized province.

Speaking at the Congress, Mr. Phan Xuan Dung, Chairman of the Vietnam Union of Science and Technology Associations, acknowledged and highly appreciated the activities and achievements of the Thanh Hoa Union of Science and Technology Associations during the 2018-2023 term. At the same time, he requested that in the coming term, the Union of Associations continue to promote its achievements; take advantage of the leadership and direction of the Provincial Party Committee Standing Committee; the coordination of departments, branches and localities; arouse and constantly innovate, improve the professionalism of the scientific and technological intellectual team, make more positive and effective contributions to the cause of building and developing a sustainable, prosperous and civilized Thanh Hoa province.

Promoting the role of intellectuals, contributing intelligence and efforts to the development of the province

Speaking at the Congress, on behalf of the provincial leaders, Provincial Party Secretary Do Trong Hung acknowledged and highly appreciated the results that the Union of Science and Technology Associations of Thanh Hoa province had achieved in the past term, and at the same time commended and respectfully thanked the contributions of cadres, members and intellectuals of the province to the overall development of the province.

The Provincial Party Secretary emphasized: In the current context, the intellectuals must continue to promote their pioneering role and core force in the process of innovation, construction and development of the homeland and the country. The intellectuals of Thanh Hoa province are also facing many opportunities and chances to join the whole province in successfully realizing the aspiration for prosperity and the goal of " Building an increasingly strong intellectual team; promoting the role of the intellectual team in scientific research, participating in consulting, criticism, social appraisal, contributing intelligence and efforts to the development of the province", as determined in the Resolution of the 19th Provincial Party Congress. To successfully achieve that goal, the Thanh Hoa Union of Science and Technology Associations and its member associations need to continue to thoroughly grasp, synchronously and promptly implement the guidelines and policies of the Party, the State and the province on building and promoting the role of the intellectual team; in order to arouse patriotism, national pride, trust and support for the Party's guidelines and policies; deep awareness of the mission of intellectuals towards homeland and country.

“Promoting the spirit of solidarity and the combined strength of Thanh Hoa’s intellectuals, actively contributing to the cause of innovation, construction and development of the homeland and the country. The Union proactively plays the role of a bridge between the intellectuals and Party committees and authorities at all levels; both helping Party committees and authorities at all levels carry out the work of mobilizing intellectuals, and regularly reflecting the thoughts and aspirations of the intellectuals to Party committees and authorities; performing well the task of mobilizing intellectuals to stand side by side with organizations to constantly strengthen the great national unity bloc, on the basis of a strategic alliance between the working class, the peasantry and the intellectuals” - Provincial Party Secretary Do Trong Hung stated.

Provincial Party Secretary Do Trong Hung suggested that the Union of Associations closely follow the major goals, orientations and actual situation of the province to orient scientific and technological research activities; build forums, create "scientific playgrounds", encourage, motivate, promote the democratic spirit, dynamism, creativity and ambition of intellectuals in scientific research activities. Actively coordinate with departments, branches, unions and localities to strengthen and improve the quality of consulting, criticism and social appraisal activities. The Union of Associations needs to continue to strongly innovate the content and methods of operation in a practical direction, build a strong Association organization to truly be a reliable support for the scientific and technological intellectuals of Thanh Hoa province.

The Provincial Party Secretary also requested that Party committees at all levels, authorities, the Fatherland Front and sectors regularly contact, meet, consult and dialogue directly with intellectuals; motivate, encourage, and reasonably arrange resources, creating a favorable environment for intellectuals to enthusiastically research and contribute their intelligence to the cause of building their homeland and country.

On this occasion, the Provincial Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Thanh Hoa province presented cadres, members, and scientific and technological intellectuals of Thanh Hoa province with a banner bearing the words: "Solidarity, innovation, responsibility, strongly promoting the creativity of scientific and technological intellectuals, contributing to building a rich and civilized Thanh Hoa".
