Dak Lak builds suitable boarding schools, aiming for sustainable development

GD&TĐ - Director of the Department of Education and Training of Dak Lak, Le Thi Thanh Xuan, and a working delegation recently surveyed 4 border communes about the construction of boarding schools.

In order to make an objective and practical assessment, avoid wasting investment, and ensure that students benefit in the long term, on August 2, Director of the Department of Education and Training Le Thi Thanh Xuan and a working group of departments and branches conducted a field survey in four border communes on the construction of inter-level boarding schools.

Prioritize renovation and upgrading of existing educational facilities

Dak Lak currently has 4 land border communes adjacent to Mondulkiri province of the Kingdom of Cambodia, including: Buon Don, Ea Bung, Ia Lop and Ia Rve.

In these communes, there are 13 schools from primary to secondary level, including: 7 primary schools and 6 secondary schools with 4,387 students (2,509 primary school, 1,878 secondary school). The number of students studying 2 sessions/day is 3,852 (87.80%), including: 2,509 primary school and 1,343 secondary school.

Mr. Do Duy Toai - Chairman of Ea Bung Commune People's Committee affirmed that the Notice of Conclusion 81-TB/TW of the Politburo on the policy of building boarding schools for primary and secondary levels in 248 land border communes creates conditions for students to access educational services, reducing the gap in education between remote and advantaged areas.

"The total population of Ea Bung commune is currently 9,500 people, the number of students (primary - secondary) is 1,304 students equivalent to 33 classes. The need for boarding school is about 900 students. However, along with the policy of building inter-level boarding schools, central ministries and branches need to advise on policies for semi-boarding/boarding students. This will create conditions for localities to review, count, and update the actual needs of students and their families for semi-boarding or boarding school," said Mr. Toai.

Regarding land funds, Mr. Toai affirmed that whether building or upgrading Le Quy Don Secondary School, the locality will ensure "clean land" when implementing. "At the proposed new construction location (in the old Ya To Mot commune), the unit has carefully reviewed the planning of public investment land. However, this place is far from the center and residential areas, so it is not feasible. Upgrading and expanding Le Quy Don Secondary School is more convenient because it only needs to convert about 4 hectares of rice land behind the school with compensation of about 6-7 billion VND," Mr. Toai analyzed.

Similarly, Bon Don and Ia Rve communes also reviewed and carefully calculated the proposal to build an inter-level boarding school. Basically, the localities agreed and were ready to join hands for the cause of education. Mr. Nguyen Van Hoa - Chairman of the People's Committee of Ia Rve commune said: "The locality is ready to "sacrifice" the auctioned land used for socio-economic development to build the school".

According to Mr. Hoa, if we build a new one, it will be costly and wasteful of the old facilities, so the locality is proposing to upgrade and expand Nguyen Thi Dinh Secondary School (near the Commune People's Committee).

The most favorable is Ia Lop commune, when this locality has 2 secondary and primary schools located close to each other. The land separating the 2 schools is also public land, previously the People's Committee of Ea Sup district (old) built public housing for teachers. Therefore, Mr. Nguyen Van Hieu - Chairman of the People's Committee of the commune affirmed that with more than 5 hectares of existing (educational land), the locality will propose in the direction of ensuring stability, saving budget, creating convenience for students and families.

"Regarding land and related procedures, we already have them. However, the Department of Education and Training, the Provincial People's Committee and the Ministry of Education and Training need to soon propose accompanying policies to ensure human and material resources during implementation," Mr. Hieu said, and at the same time proposed that the Department of Education and Training study upgrading to an inter-level school from primary to high school.

However, the Director of the Department of Education and Training affirmed that currently the entire old Ea Sup district has 2 high schools, the number of students enrolled is just enough, so the proposal to upgrade is not appropriate.

Ensure convenience in all aspects

Talking with leaders of border communes, Director of the Department of Education and Training Le Thi Thanh Xuan acknowledged the sentiments and responsibilities of the locality towards the education sector.

From there, it is recommended that communes continue to closely coordinate with the specialized departments of the Department of Education and Training, departments and branches of the province to review and compare regulations and requirements to make appropriate proposals, ensuring savings and sustainable development.

"The responsibility of the communes is to adjust the planning to ensure the regulations for construction and expansion. Based on comments from departments and branches, complete the proposal report to send to the Department of Education and Training as well as the Provincial People's Committee, to ensure progress. For related departments and branches, support the People's Committees of communes to carry out the conversion procedures as quickly as possible," said Director of the Department of Education and Training Le Thi Thanh Xuan.

To avoid future bottlenecks, the Director of the Department of Education and Training also requested the People's Committees of communes to carefully prepare recommendations and proposals on difficulties. "Like Ia Lop commune, the biggest difficulty is the water source being contaminated with alum. This is an important factor in organizing semi-boarding/boarding schools. Children need to have clean water for their accommodation, meals, and hygiene so that families can feel secure in sending their children. Regarding the scale of schools, classes, human resources... there must also be an accurate forecast," Ms. Xuan said.

Through the locality's proposal, the proposed locations basically meet level 2 standards. The Department will continue to advise and provide specific instructions for the Commune People's Committee to implement most smoothly.
