Ensure smooth and effective policy credit operations

After the merger, the transaction offices of the Vietnam Bank for Social Policies (VBSP) in coordination with the People's Committees of wards and communes in Can Tho City continue to maintain the effectiveness of policy credit activities. In particular, attention is paid to arranging monthly transaction points in residential areas to help people conveniently conduct transactions.

Convenient and safe transaction point

Since early morning, the transaction point of Thuong Thanh, Cai Rang ward, has been ready for transaction activities, with 29 savings and loan groups (S&L). The S&L group leaders have prepared the list of members, full interest, waiting for their turn to submit to the bank. Ms. Thach Thi Tuyet Hong, Head of the S&L Group in Thanh My A area, Cai Rang ward, said: "We are very excited that the monthly transaction point is arranged at the old Thuong Thanh ward People's Committee hall, convenient for traffic. I am managing 60 members, borrowing over 3.76 billion VND for production and small trading. The members use the loan capital effectively, pay interest on time, deposit savings in full, and have no overdue debt."

According to Mr. Bui Kien Cuong, Director of Cai Rang Social Policy Bank Transaction Office, the Office is managing Cai Rang Ward and Hung Phu Ward, arranging 7 transaction points, with 170 savings and credit groups. Currently, the outstanding debt in the 2 wards is over 715.8 billion VND; overdue debt is 197 million VND, accounting for 0.03%. After the merger, the Party Committee and People's Committee of the wards continue to pay attention and create conditions for smooth and effective policy credit activities. In particular, priority is given to arranging spacious and airy transaction locations, ensuring the safety of the Social Policy Bank's operations, and making it convenient and easy for people to travel. The Chairman of the Ward People's Committee strengthens the direction of implementing policy credit activities in the area with a high sense of responsibility. Political and social organizations actively coordinate in managing and guiding households to use loans effectively.

The Thoi Tan transaction point in Thoi Lai commune is held at the Thoi Phong A hamlet information house, which is quite airy and located on the main traffic axis, convenient for travel. Ms. Bui Ngo Chau, Head of the Savings and Credit Group in Truong Phu B hamlet, shared that the Group has 42 members, borrowing over 1.94 billion VND. The members use the capital effectively, pay interest and deposit savings regularly. For many years, the Group has had no overdue debt.

The Thoi Lai Social Policy Bank Transaction Office quickly coordinated with 4 communes: Thoi Lai, Truong Thanh, Truong Xuan and Dong Thuan to arrange 11 points and conduct transactions on fixed days every month. Mr. Pham Van Kiet, Director of the Thoi Lai Social Policy Bank Transaction Office, said: "Thanks to close coordination with the People's Committees of the communes, policy credit activities were implemented as planned, without interruption. The heads of the Savings and Credit Groups completed their work with a high sense of responsibility, ensuring that members had timely access to loans, meeting production and business needs."

Improve the efficiency of policy credit operations

The Chairman of the People's Committee of Can Tho City has just issued a document directing the Chairmen of the People's Committees of communes and wards to continue to pay attention to directing policy credit activities after the 2-level local government model comes into operation; in which, it is necessary to create favorable conditions for the Vietnam Bank for Social Policies to organize transaction points in communes and wards.

According to the City Branch of the Social Policy Bank, with 27 transaction offices, 263 transaction points, 7,396 savings and credit groups in 103 communes and wards, the city's policy credit activities continue to maintain efficiency. Total outstanding debt is nearly 15,635 billion VND; overdue debt is over 212 billion VND, accounting for 1.36%. Leaders of communes and wards are interested in arranging Social Policy Bank transaction points in the halls of the People's Committee, police, and military headquarters. The activities of the transaction points are carried out on fixed days and hours every month (including Saturdays and Sundays). At each transaction point, the list of loan customers is publicly posted, customers directly transact with Social Policy Bank staff to deposit savings, receive loans or repay loans.

The commune and ward transaction point model is a step forward in administrative procedure reform, a unique feature of the VBSP, helping beneficiaries access services and information on social policy credit, reducing costs and travel time, while ensuring democratic and public activities of "transactions at home, disbursement, debt collection at the commune", contributing to limiting the risk of loss, embezzlement, and misappropriation of capital. The heads of the Savings and Credit Groups register interest and savings deposits of members; actively review and grasp the loan needs as well as mobilize borrowers to save money, have a plan to spend the family financial fund, and create capital to develop production and business.
